AGENDA REPORT Department: Police Department Prepared by: Raffaello Pata, Lieutenant City Manager Approval/ ) fiW—M SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AWARDING A CONTRACT TO ROGUE JET BOATWORKS FOR $64,973.00 TO SUPPLY THE POLICE DEPARTMENT WITH ONE RIGID HULL INFLATABLE RESCUE BOAT AND TRAILER, AND AUTHORIZING THE CITY MANAGER TO EXECUTE SUCH DOCUMENTS, INCLUDING A PURCHASE ORDER OR CONTRACT IN A FORM APPROVED BY THE CITY ATTORNEY, TO CONSUMMATE THE PURCHASE FROM ROGL'E JET BOATWORKS OF THE RESCUE BOAT AND TRAILER. RECOMMENDATION: Staff recommends the City Council adopt the resolution awarding the contract and approving the purchase of one Rigid Hull Inflatable Rescue Boat and Trailer for $64,973 from Rogue Jet Boatworks. BACKGROUND: For more than thirty years, the San Rafael Police Department has patrolled six square miles of navigable waters including five miles of federally maintained canal -ways within the corporate limits of the City of San Rafael. This water area encompasses the San Pablo Bay area north of McNears Beach/ San Pedro Point and south to the Red Rock Island near the Richmond Long Wharf, including the deepwater channel for ocean-going ships. The "Mission City" is one of the few law enforcement patrol boats currently operational on the San Francisco Bay. The Coast Guard, due to Homeland Security restrictions, has reduced response to search and rescue activities in the Bay, and calls upon the "Mission City" to respond to a greater number of rescues south and east of the normal search and rescue area. Staff has recognized a need to enhance the mission of the police Marine Unit in part due to its limited availability after hours and the need for a purposely trained specialized crew to operate the Mission City. In an effort to provide some diverse enforcement opportunities, to permit a quick response to rescue incidents when the Mission City is not in operation, and to shorten the time of response to an emergency with trained on -duty personnel, staff has proposed the addition of a Rigid Hull Inflatable Rescue Boat as a reasonable alternative and supplement of service to our boating community. Staff advertised the purchase of the Rescue Boat and trailer in accordance with the San Rafael Municipal Code on May 5, 2012, and sealed bids were opened and read aloud on June 1, 2012, at 2:30 PM. The following three bids were received: Rogue Jet Boatworks, White City, Oregon $64,973.00 Boulton Powerboat, Inc., Central Point, Oregon $81,245.89 North River Boats Inc., Roseburg, Oregon $85,375.09 /_1►l_1A'I&II6113 The low bid of $64,973.00 from Rogue Jet Boatworks is within the amount of the California Department of Boating and Waterways grant and within the project budget. FISCAL IMPACT: The California Department of Boating and Waterways grant will provide $65,000 for purchase of the Rescue Boat and trailer. This amount will cover the complete costs and not require the expenditure of any city funds for the purchase. ACTION REQUIRED: Adopt resolution awarding the contract and approving the purchase of one Rigid Hull Inflatable Rescue Boat with Trailer for $64,973.00 from Rogue Jet Boatworks. Whereas, the City of San Rafael has operated the Police Department patrol boat, "Mission City", continuously since 1985; and Whereas, the State of California, Department of Boating and Waterways has approved a grant in an amount up to $65,000 to the City of San Rafael for purchase of a new Aluminum Hull Quick Response Patrol Boat to enhance the effectiveness of the City's response to immediate law enforcement calls for service and rescue abilities for the City's existing Marin program; and Whereas, the City of San Rafael entered into a Grant Contract with the State of California, Department of Boating and Waterways, for the $65,000 grant monies pursuant to City Council Resolution No. 13254 on November 17, 2011; and Whereas, this grant money will be spent by the Police Department to purchase One (1) Rigid Hull Inflatable Rescue Boat and (1) Trailer as specified in the State of California Department of Boating and Waterways Heavy procedures manual; and WHEREAS, on Friday, the 1st day of June, 2012, pursuant to legal notice published in the manner provided by law, inviting sealed bids or proposals for the items hereinafter mentioned, as more fully appears from the Affidavit of Publication thereof on file in the office of the City Clerk of the City of San Rafael, California, the City Clerk of said City did publicly open, examine and declare all sealed bids or proposals for the following items, to wit: One (1) Rigid Hull Inflatable Rescue Boat and One (1) trailer, as specified in the City of San Rafael Request for Proposals and Specifications; and WHEREAS, the bid from Rogue Jet Boatworks, at the unit prices stated in its Quotation Sheet, was and is the lowest and best bid and said bidder is the lowest responsible bidder; NOW, THEREFORE, BE IT RESOLVED that the bid from Rogue Jet Boatworks is hereby accepted at said unit prices and a contract is awarded to Rogue Jet Boatworks for supply to the Police Department of One Rigid Hull Inflatable Rescue Boat and the One Trailer, and that the City Manager is authorized to execute such documents, including a purchase order or contract, in a form approved by the City Attorney, for consummation of the purchase of such Rescue Boat and Trailer.
