SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR SANTA MARGARITA
PARK TENNIS AND BASKETBALL COURT RENOVATION PROJECT,
CITY PROJECT NO. 11159, AND AUTHORIZE THE CITY CLERK TO
CALL FOR BIDS.
RECOMMENDATION:
Adopt plans and specifications for Santa Margarita park tennis and basketball court renovation
project, city project number 11159, and authorize the City Clerk to call for bids.
BACKGROUND:
The tennis and basketball court at Santa Margarita Park has not been used by the public for
several years due to facility failure and age. The existing pavements for both courts have
developed cracks where vegetation has grown making the surfaces uneven and unsafe. The
existing asphalt pathway leading to the restroom and courts is failing and does not comply with
the minimum ADA standards for slope. The Parks and Recreation Commission reviewed the
proposed improvement plans on May 20, 2010 and approved the project in concept. The
neighbors in the vicinity of the Santa Margarita Park were notified and their concerns were
discussed at the meeting. One of the Santa Margarita Park neighborhoods resident requested a
meeting to discuss the project and it was held on May 25`h on site and staff responded to
questions.
Plans and specifications were prepared to: 1) install a new tennis and basketball court, 2) modify
the existing asphalt pathways within the park, and install an ADA ramp to comply with the
Settlement Agreement with the Department of Justice regarding ADA compliance of City
infrastructure.
The total project budget in Capital Improvement Program is $125,000.
A copy of the plans and specifications are available at the City Clerk's office for review.

ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go
out to bid and the construction of the project to begin. Construction is anticipated to start in
August of 2010 and finish in September 2010.
FISCAL IMPACT: The estimate for construction of the project is $125,000. Staff will request
funding allocation after the construction bids have been opened.
ACTION REQUIRED: Adopt plans and specifications for Santa Margarita park tennis and
basketball court renovation project, city project number 11159, and authorize the City Clerk to
call for bids.
