SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR THE LIFELINE TRANSPORTATION
PROGRAM CANAL STREET PEDESTRIAN ACCESS AND SAFETY
IMPROVEMENTS' PROJECT, FEDERAL AID PROJECT #CML 5043(029), CITY
PROJECT #11122, AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS.
RECOMMENDATION:
Adopt Plans and Specifications.
BACKGROUND:
The Lifeline Transportation Program (LTP) is a federal funding program that funds projects to
improve mobility of low-income communities. Staff conceptualized the project based on the
high-priority transportation needs identified in the Canal neighborhood's Community Based
Transportation Plan (adopted in 2006) and applied for the federal grant in 2007.
The project is to design and install features to improve pedestrian access and safety at the
following four intersections situated at the core of the neighborhood along Canal Street.
• Canal Street & Larkspur Street,
• Canal Street & Novato Street,
• Canal Street & Fairfax Street, and
• Canal Street & Sonoma Street/Portofino Road.
On July 6, 2009, Caltrans approved and issued the required documents allowing the City to
proceed with bidding and construction of the project.
The total project budget is $451,000, of which $336,000 will be funded by the federal LTP
program through Caltrans and $115,000 will be funded through a required City match.

The plans have been signed and approved by the Public Works City Engineer and a copy is
available at the City Clerk's office for review.
ACTION REQUIRED: Adopt Plans and Specifications.
ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go
out to bid and the construction of the project to begin. Construction is anticipated to start in
February of 2010 and finish in April of 2010.
FISCAL IMPACT: The estimate for construction of the project is $317,767.00 with 89.06% of
the cost reimbursable through the LTP grant. Staff will request funding allocation after the
construction bids have been opened.
