SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF FREITAS PARK
RENOVATION PROJECT, PHASE II, CITY PROJECT NO. 10732, AND AUTHORIZE THE
CITY CLERK TO CALL FOR BIDS.
RECOMMENDATION: Adopt Plans and Specifications for the project.
BACKGROUND: A major renovation of Freitas Park took place in 1999. The entire project
stopped short of completing all phases of the work due to funding shortfalls. Since that time,
the surrounding neighborhood has attempted to raise the funds necessary for the installation of
playground equipment. In addition, two State Grant opportunities were recently made available
to supplement the funds needed. The California Clean Water, Clean Air, Safe Neighborhood
Parks and Coastal Protection Act of 2002 in part is intended to restore and preserve cultural
resources. The City of San Rafael has received two grants in conjunction with this Act under
the Roberti, Z'Berg Harris Block Grant Program and the Per Capita Fund. The City has utilized
these funds to renovate Bret Harte Park, Sun Valley Park, Gerstle Park, Falkirk Cultural Center
and to build McInnis Skatepark in collaboration with the County of Marin. There is $103,077
available for the Freitas Park Renovation Project, Phase 2, if funds can be spent by June 2011.
In the fall of 2010, Community Services Department staff conducted a community outreach
process to determine neighborhood priorities for the project design. Neighbors met twice with
the landscape architect to contribute ideas to the plan. In November 2010, the Park and
Recreation Commission reviewed the plan proposals in public hearing. The Commission voted
unanimously to recommend the final design to the City Council for approval.
Phase II renovation to Freitas Park consists of installing a new play structure adjacent to the
restrooms. The new play structure includes accessible pathways, resilient play surfaces as well
as benches and landscaping. The bid documents for this project include two alternatives to
provide additional play areas and structures. We anticipate incorporating these alternatives into
the project if the alternative bids received are within the total project budget. The acquisition of
the play equipment will be pursued by the City separately from the construction in order to meet
the construction schedule.

ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go
out to bid and the construction of the project to begin. Construction is anticipated to start in April
of 2011 and finish in June 2011.
FISCAL IMPACT: The general project, which does not include the alternatives, is estimated to
cost $160,000. Bid alternatives 1 and 2 are estimated to cost $60,000 and $40,000
respectively. The exact cost for construction will not be known until bids have been received.
The City is eligible to receive $103,077 from the 2002 State Resources Bond Act administered
by the Community Services Department. Additional funding for this project is available through
neighborhood contributions and Parkland Dedication Funds.
ACTION REQURED: Adopt Plans and Specifications for the Freitas Park Renovation Project
Phase II (Project No. 10732) on file with the City Clerk, and authorize the City Clerk to call for
bids on these projects.
