SUBJECT: RESOLUTION AUTHORIZING A TEMPORARY STREET CLOSURE FOR
THE SAN RAFAEL LIBRARY 130Th ANNIVERSARY CELEBRATION JUNE 3, 2017
RECOMMENDATION: Adopt Resolution
BACKGROUND:
In June of 1887 the first free library opened in San Rafael. The Marin Journal of June 2, 1887,
announced, "The Coffee Room and Free Library is now open." Through fundraising, donations,
and subscriptions, the Women's Christian Temperance Union established this reading room as
an alternative to the nearby saloons, and ultimately moved to a rented building on Fourth Street
by early December 1887. By that time, the Library Association had more than 60 members,
each paying $1 a month.
The Library Association formally presented the library to the town (now the City of San Rafael)
Library Trustees on April 30, 1890. The assets included furniture, more than 1,000 books, and
$33.50 in the treasury. As noted in the May 8 issue of the Marin Journal, "It is a matter of
congratulation that through the efforts of a few public-spirited women the town is now in a
position to maintain a free library. The members of the old Board of Town Trustees deserve
special mention for carrying out the will of the people in levying a library tax."
DISCUSSION:
In celebration of providing free library services to the residents of San Rafael for one hundred
and thirty years, the City of San Rafael will be staging a 130th Anniversary Celebration on June
3, 2017. E Street will be closed from 5th Avenue to Mission Avenue, next to the Downtown
Library, and the Library's lawn will be used as additional celebration space. The City will supply
traffic signage for detours and street closures.
City Staff and the Police Department will work closely to ensure that the public and merchants
have advance notification of the parking and traffic changes. Historically these closures have
not caused severe impacts on Downtown traffic patterns.
FISCAL IMPACT: The City will be providing 'No Parking' signage, event planning assistance,
and staffing for the event. These activities can be folded into existing staff working schedules.

The Library will work with donated funds to pay for additional costs for the event including fun
activities for families, period arts and crafts, and more.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL AUTHORIZING A TEMPORARY STREET
CLOSURE FOR THE SAN RAFAEL LIBRARY 130TH ANNIVERSARY CELEBRATION JUNE 3, 2017
WHEREAS, public library services have been provided in the San Rafael since June of 1887; and
WHEREAS, the San Rafael Library 130th Anniversary Celebration will occur Saturday, June 3rd , 2017; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the
below street(s) should be temporarily closed to through traffic for the date and times described below.
Streets to be closed Saturday, June 3, 10:00 a.m. — 5:00 p.m.
1. E Street from Mission Avenue to Fifth Avenue
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons,
both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above
listed streets for the date and times described above.

regularly introduced and adopted at a regular meeting of the City Council of the City of San Rafael, held on
