HomeMy WebLinkAboutPD Traffic Safety Grant Funds 2009CITY OF � C� Agenda Item No: 10 Meeting Date: October 5, 2009 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Police Department Prepared by: City Manager Approval: Glenn McElderry, Lieutenant SUBJECT: TWO (2) OFFICE OF TRAFFIC SAFETY GRANT RESOLUTIONS A — RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC GRANT FUNDS IN THE AMOUNT OF $44,596.56 FOR A "SOBRIETY CHECKPOINT — MINI GRANT PROGRAM" ENFORCEMENT CAMPAIGN OCTOBER 1, 2009 THROUGH SEPTEMBER 8, 2010. B — RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT FUNDS IN THE AMOUNT OF $116,979.00 FOR THE "DUI ENFORCEMENT AND AWARENESS PROGRAM" FROM OCTOBER 1, 2009 THROUGH SEPTEMBER 30, 2010. RECOMMENDATION: Staff recommends that the City Council adopt the two (2) Resolutions authorizing the Police Department's use of a total of $161,575.56 in California Office of Traffic Safety (OTS) funds. BACKGROUND: For the past eight years, the Office of Traffic Safety (OTS) for the State of California has funded several traffic safety grants for the City of San Rafael Police Department. These grants provide funds for additional enforcement and educational operations that would not be feasible otherwise. These operations include DUI/DL checkpoints, DUI saturation patrols, warrant sweeps and court stings. GRANT #1: SOBRIETY CHECKPOINT — MINI GRANT PROGRAM OCTOBER 1, 2009 THROUGH SEPTEMBER 8, 2010 The goals of these OTS grants are to reduce the number of people injured or killed in collisions; specifically to reduce the incident of alcohol-related collisions, especially in the late evening and early morning hours; and to reduce the number of hit and run accidents. With this grant, the San Rafael Police Department will conduct four DUI / DL Checkpoints. Two of the checkpoints must occur during the Winter Holiday mobilization period and the Labor Day summer mobilization period. The other two checkpoints can occur anytime outside of the mobilization periods, but before September 8, 2010. FOR CITY CLERK ONLY File No.: Council Meeting: Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 GRANT #2: DUI ENFORCEMENT AND AWARENESS PROGRAM GRANT OCTOBER 1, 2009 THROUGH SEPTEMBER 30, 2010 With this grant, the San Rafael Police Department will conduct the following enforcement programs during the grant period: 1. Six (6) DUI/DL checkpoints 2: Six (6) DUI saturation patrols 3. Two (2) warrant service patrol targeting operations 4. Two (2) "Stakeout' operations that focus on the "worst of the worst" repeat DUI offenders that continue to drive on suspended or revoked licenses. In addition, the Department will develop a "hot sheet' program to provide information on repeat DUI offenders with suspended or revoked licenses; and will train six (6) officers in "Standardized Field Sobriety Testing" This grant will also be evaluated by how well the stated goals and objectives were accomplished. ANALYSIS: The project goal of OTS is to reduce the number of vicitms killed and injured in alcohol involved crashes in cities participating in these type of DUI enforcement programs. OTS provides funds to allow agencies to conduct DUI enforcement programs. FISCAL IMPACT: The Grants will be included in the non general fund revenue for the Police Department. ACTION REQUIRED: Adopt the two (2) resolutions authorizing the use of OTS funds in the amount of. $161,575.56 RESOLUTION NO. RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC GRANT FUNDS IN THE AMOUNT OF $44,596.56 FOR A "SOBRIETY CHECKPOINT — MINI GRANT PROGRAM" ENFORCEMENT CAMPAIGN FROM OCTOBER 1, 2009 THROUGH SEPTEMBER 8, 2010. Whereas, the State of California, Office of Traffic Safety granted the City of San Rafael $44,596.56 in grant funds; and Whereas, this grant money may be spent to pay overtime costs associated with the DUI/Driver's license "Sobriety Checkpoint" enforcement campaign; and Whereas, the to improve traffic safety, the City of San Rafael will conduct four DUI/Driver's license "Sobriety Checkpoint" enforcement operations using the funds provided by OTS during the months of October 2009 through September 2010; and Whereas, the Department will use those funds for overtime personnel costs of Lieutenants, sergeants, police officers, police service specialists, dispatchers and administrative personnel; NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use of $44,596.56 in grant funds. RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT FUNDS IN THE AMOUNT OF $116,979.00 FOR THE "DUI ENFORCEMENT AND AWARENESS PROGRAM" FROM OCTOBER 1, 2009 THROUGH SEPTEMBER 30, 2010 Whereas, the State of California, Office of Traffic Safety granted the City of San Rafael $116,979.00 in grant funds; and Whereas, this grant money may be spent to pay overtime costs, travel and equipment purchase associated with the DUI Enforcement and Awareness Program to mitigate traffic safety program deficiencies and expand ongoing activity; and Whereas, to improve traffic safety, City of San Rafael will conduct DUI and Driver's License vehicle checkpoints, DUI saturation patrols, warrant sweeps and "stakeout" operations on repeat DUI offenders; and Whereas, the Department will use those funds for overtime personnel costs of Lieutenants, sergeants, corporals, police service specialists, dispatchers and cadets; NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use of $116,979.00 in grant funds.
