annual Refuse Impact Fee (RIF)to pay for the cost if impacts to City streets and roads since 2003 •Refuse vehicles are very heavy and have a much higher impact on street conditions and maintenance needs than cars and smaller vehicles •RIF updated regularly based on road conditions,costs of current needed road maintenance,traffic data,and new calculation methodologies •MSS’s rate revenues currently include payment of the now outdated $443,600 RIF,which was calculated in 2012 and is overdue for an update 15 Refuse Impact Fee Marin Sanitary Service Rate Review January 19, 2021 16 Pavement Life Cycle –Source: Metropolitan Transportation Commission Refuse Impact Fee Marin Sanitary Service Rate Review January 19, 2021 •R3 and staff completed a study updating the RIF in 2020 which yielded a new annual RIF value of $1,480,600 •The proposed RIF is increasing primarily due to the large amount of unfunded street maintenance backlog,which prior studies did not address •Staff and R3 recommend incremental adjustments (1/3 of the change in value per year)to the RIF to smooth out resulting adjustments to rates •Increasing the RIF by $345,667 per year adds 1.55%to the rate increase (Staff Recommendation) Adopt a resolution amending the Master Fee Schedule setting the Refuse Impact Fee at $789,267 effective retroactively to January 1, 2021, and at $1,134,933 effective January 1, 2022, and at $1,480,600 effective January 1, 2023, and Adopt a resolution establishing maximum rates collected by Marin Sanitary Service for Refuse and Recyclable Material Collection and Disposal Services, to be effective retroactively to January 1, 2021 with the addition of an Illegal Dumping Pilot Program for a total increase of 5.49% over 2020 rates. 2. Adopt a resolution amending the Master Fee Schedule setting the Refuse Impact Fee at $1,480,600, and Adopt a resolution establishing maximum rates collected by Marin Sanitary Service for Refuse and Recyclable Material Collection and Disposal Services, to be effective retroactively to January 1, 2021 with the addition of an Illegal Dumping Pilot Program for a total increase of 8.61% over 2020 rates. 21
