BACKROUND
City of San Rafael, California
•Prepare and adopt a General Plan
•City’s blueprint for meeting the community’s long-term vison
for the future
•Prepare an Annual Progress Report (APR) on the status of the
City’s General Plan.
•Housing Element Annual Progress Report (HE APR) prescribed
by California Department of Housing & Community
Development (HCD).
•The General Plan and Housing Element APRs must be
presented to City Council for review and acceptance.
BACKROUND

•Planning Commission Comments
o Outline customer issues
o Provide data on homelessness, ADU, and gentrification.
o Color-code the General Plan Program
o Include information on Housing In-Lieu Fee Fund; and
o Include public comment regarding a comprehensive Tree
Master Plan (CDP-3.5A) and Inventory (CDP-3.5B)
•Voted 5 -0 to accept the GP APR and HE APR for 2022
GENERAL PLAN PROGRAM HIGHLIGHTS
•Spearheaded a community engagement effort and formed a
Stakeholder Committee to update the Canal Community
Based Transportation Plan CCBTP. (NH-3.15B)
•Amended the Municipal Code to include 2022 California
“reach” codes that help drive greenhouse gas reductions. (C-
4.2B)
•Launched the Parks and Recreation Master Plan Process.
(PROS-1.1A)
•Prepared the Flood Risk & Sea Level Rise Adaptation Report
and incorporated it into General Plan 2040. (S-3.6A)

HOUSING ELEMENT PROGRAM HIGHLIGHTS
•Funded 66 units of affordable senior housing at the Vivalon
Healthy Aging Campus project at 999 Third Street. (H-4b)
•Awarded $400,000 to Canal Alliance for the acquisition of an
existing apartment building to preserve affordable housing
and prevent tenant displacement. (H-7b)
•Secured $522,000 in grant funding for Intensive Case
Management to help in housing placement through the
State’s Encampment Resolution Fund. (H-12a)
•Adopted an updated affordable housing in-lieu fee based on a
joint study completed with other Marin jurisdictions. (H-18a)
