SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR SAFE ROUTES TO SCHOOL (SRTS)
HAPPY LANE PEDESTRIAN IMPROVEMENTS PROJECT, CITY PROJECT NO.
11121, FEDERAL PROJECT NO. SRTSL-5043(028), AND AUTHORIZE THE CITY
CLERK TO CALL FOR BIDS.
RECOMMENDATION:
Adopt Plans and Specifications.
BACKGROUND:
Safe Routes to School (SRTS) is a federally funded program that is intended to improve the safety of and
encourage the children between kindergarten and eighth grade, including those with disabilities, to walk
and bike to school. The program selects projects that are developed with community participation in
order to make walking and bicycling to school a more appealing mode choice while at the same time
improving the environment and overall quality of life.
In December of 2006, staff applied for federal funding for the `Happy Lane Pedestrian Improvements at
Sun Valley Elementary School' project. The design of the project was determined based on input
received at a stakeholder's meeting and a public meeting, both held in 2008. Representatives from Sun
Valley Elementary School, Sun Valley PTA, Safe Routes to School Committee members, Sun Valley
Neighborhood Association and nearby residents attended the meetings.
This project will install a six foot wide sidewalk on the east side of Happy Lane between 5°i Avenue and
the end of the cul-de-sac, replacing the existing 4 foot wide dirt path. In addition, new ADA compliant
curb ramps at all crossing locations and upgrades to the existing signing and striping will be installed.
These improvements will close a gap in the existing pedestrian facilities in the area and will help
complete a 'safe route' to Sun Valley Elementary School.
On March 5, 2010, Caltrans approved and issued the required documents allowing the City to proceed
with bidding and construction of the project.

The total project budget is $362,179, which will be funded by the federal SRTS program through
Caltrans. No City match is required.
The plans have been signed and approved by the Public Works City Engineer and a copy is available at
the City Clerk's office for review.
ACTION REQUIRED: Adopt Plans and Specifications.
ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to start in July of 2010 and finish
in August 2010.
FISCAL IMPACT: The estimate for construction of the project is $272,000 with 100% of the cost
reimbursable through the SRTS grant. Staff will request funding allocation after the construction bids
have been opened.
