SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR STREET RESURFACING MANUEL T.
FREITAS PARKWAY AND LAS GALLINAS AVENUE, CITY PROJECT NO. 11151,
AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS.
RECOMMENDATION:
Adopt Plans and Specifications.
BACKGROUND:
Staff identified Manuel T. Freitas Parkway between Redwood Highway/Civic Center and Los Gamos
Road pavement condition has deteriorated such that an overlay project is necessary to prevent a complete
street reconstruction. Through Transportation Authority of Marin one-time Measure "A" funding became
available and was earmarked for this street, and is included in the Capital Improvement Program
Segments of Las Gallinas Avenue were paved in the last few years. Recently the segment between Lucas
Valley Road and Cherry Hill was resurfaced as part of the Economic Stimulus Funds project. Because of
the unknown timeline to get Caltrans' approval to construct the Northgate Gap Closure NTPP project, the
resurfacing for Las Gallinas Avenue between Las Colindas Avenue and M.T. Freitas Parkway was
postponed until the NTPP project is completed. The Northgate Gap Closure NTPP project was recently
completed and the pavement condition requires resurfacing.
The plans have been signed and approved by the Public Works City Engineer and a copy is available at
the City Clerk's office for review.
ACTION REQUIRED: Adopt Plans and Specifications.
ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to start in mid to late August
2010 and finish in early September 2010.
FISCAL IMPACT: The resurfacing project cost estimate is $800,000. One time Measure "A" funds for
$415,620 and $384,380 Measure 1B funds are available to fund the project.
