Meeting Date: March 5, 2012 Prepared by: Stephanie Lovette, Economic City Manager Approval:I"t SUBJECT: Resolution authorizing temporary street closures for the San Rafael Twilight Criterium from 12 p.m. to 10 p.m. on Saturday, July 7 2012 RECOMMENDATION: Approve Resolution. BACKGROUND: The San Rafael Twilight bike race is now entering its thirteenth year. Ryan Dawkins and Mack Chew of Project Sport, the event organizers, have added the Sacramento leg of the AMGEN California Tour to the event, bringing additional attention with nationwide media coverage. The event features four races and a new expo area on B Street. The pro races for men and women will headline the day, and are expected to attract full fields from all top professional teams in the country, plus a few international teams. In addition to the expo a locally sponsored "Beer Garden" returns which provides income to support the event and the non -profits associated with Project Sport. The twilight schedule, initiated over five years ago, has been a success and places the bulk of the race action in the late afternoon and early evening to reduce street closure impact on merchants, by providing a few hours of unimpeded business operation before racing begins. The Project Sports Team will be working with the BID to assist the Downtown businesses in fully optimizing opportunities to promote local business at the event. ANALYSIS: The streets proposed to be closed are: 1. Fourth Street from Lootens Place to "B" Street (12 noon to 10:00 p.m.) 2. "B" Street from Fourth Street to Fifth Ave. (12 noon to 10:00 p.m.) 3. Fourth Street from "A" Street to "D" Street (12:30 p.m. to 9:30 p.m.) 4. Fifth Avenue from Court Street to "D" Street (1:00 p.m. to 9:30 p.m.) 5. "A" Street from Third Street to Mission Avenue (12:30 p.m. to 9:30 p.m.) 6. "B" Street from Third Street to Fourth St. and Fifth St to Mission Avenue (12:30 p.m. to 9:30 p.m.) 7. "C" Street from Third Street to Mission Avenue (12:30 p.m. to 9:30 p.m.) & "D" Street from Third Street to Fifth Avenue (12:30 p.m. to 9:30 p.m.) FOR CITY CLERK ONLY File No.: —' 1 Council Meeting: Disposition:s`% '' SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 The proposal will be coordinated with the Police, Fire and Public Works Departments, St. Raphael's Church, the Rafael Film Center, Cushman/Wakefield, (managers of 1000 Fourth Street), Monahan/Parker Properties. The race is scheduled to end by approximately 9:00 p.m. and streets will generally be reopened within thirty minutes. FISCAL IMPACT: No fiscal impact. The event producers are paying for the Police Department activities. OPTIONS: Accept the street closures as proposed Modify the streets to be closed ACTION REQUIRED: Approve the attached resolution RESOLUTION NO. 13300 RESOLUTION AUTHORIZING TEMPORARY STREET CLOSURES FOR THE SAN RAFAEL TWILIGHT CRITERIUM FROM 12 NOON TO 10 P.M. ON SATURDAY, JULY 7, 2012 WHEREAS, the San Rafael Twilight Criterium requires the temporary closure of city streets as noted: 1. Fourth Street from Lootens Place to "B" Street (12 noon to 10:00 p.m.) 2. "B" Street from Fourth Street to Fifth Avenue (12 noon to 10:00 p.m,) 3. Fourth Street from "A" Street to "D" Street (12:30 p.m. to 9:30 p.m.) 4. Fifth Avenue from Court Street to "D" Street (1:00 p.m. to 9:30 p.m.) 5. "A" Street from Third Street to Mission Avenue (12:30 p.m. to 9:30 p.m.) 6. "B" Street from Third Street to Fourth Street and Fifth Avenue to Mission Avenue (12:30 p.m. to 9:30 p.m.) 7. "C" Street from Third Street to Mission Avenue (12:30 p.m. to 9:30 p.m.) 8. "D" Street from Third Street to Fifth Avenue (12:30 p.m. to 9:30 p.m.) WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic, the above streets in the Downtown should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(c), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above. 1, ESTHER C.
