SUBJECT: APPOINTMENT OF SALAMAH LOCKS TO FILL ONE, THREE-YEAR TERM ON THE
MARIN COMMISSION ON AGING - TERM TO EXPIRE END OF JUNE, 2015, DUE TO
EXPIRATION OF TERM OF SUE BEITTEL (CC)
RECOMMENDATION:
It is recommended that Council appoint Salamah Locks to a three-year term on the Marin Commission on
Aging to the end of June, 2015, due to the expiration of term of Sue Beittel.
SUMMARY BACKGROUND:
On May 21, 2012 the City Council called for applications to fill a three-year term on the Marin
Commission on Aging, to expire the end of June, 2015, due to expiration of term of Sue Beittel; Ms.
Beittel indicated she did not wish to be reappointed. One application was received by the deadline of
June 12, 2012.
ACTION: Approve staff recommendation.

RESPONSIBILITY STATEMENT
MEMBER, COMMISSION ON AGING
DEFINITION
The Commission on Aging member is appointed by the Marin County Board of Supervisors or
local City or Town Council to serve as one of the 23 voluntary advisors to the Board of
Supervisors on issues affecting the elderly of Marin County. The Commission on Aging is a
federally mandated advisory council to the Board of Supervisors, which serves as the policy-
making board of the Area Agency on Aging within County government. The Commission on
Aging is also designated by the State as the local long-term care lead agency and project review
body, and as the local Adult Day Health Care Planning Council.
SKILL LEVEL AND FUNCTION
Appointed Commissioners are expected to have an active interest in, and a willingness to,
becoming knowledgeable about the needs and concerns of Marin's elderly residents, whether
they live in their own homes or in institutions, and of those caring for them in the communities
where they live.
According to the statement of purpose in the by-laws, the Commission shall:
Provide information about attitudes, needs, and opinions of the elderly to the Board of
Supervisors and the Area Agency on Aging staff,
2. Advise on the development and implementation of the Annual Area Plan in conformity with
State and Federal regulations;
3. Serve as a forum and a strong advocate, providing leadership for the elderly;
4. Hold public meetings on the Area Plan on the needs and priorities of the elderly, and
recommend programs to the Board of Supervisors for funding;
5. Advise the Area Agency on Aging (Board of Supervisors) on allocations of funds, and on
legislation affecting policies pertinent to the elderly;
6. Serve as a source of community education pertaining to the needs and programs for the aging;
7. Consult and maintain contact with special groups which have responsibilities related to the
older American.
REQUIREMENTS OF MEMBERSHIP
1. Resident of the City of San Rafael
2. Serve a three-year term
3. Attend monthly meetings of the Commission. No member may be absent without a valid
reason for more than three consecutive meetings;
4. Be willing to abide by Roberts' Rules of Order;
5. Members who receive compensation from or have a fiduciary interest in any program funded
by the Area Agency on Aging must abstain from voting on funding of that particular
program;
6. Join at least one subcommittee or task force which meets on a quarterly basis typically from
1:30 to 3:30 p.m.
7. Be willing to participate with staff in annual contract review and monitoring of projects, to
assure efficient services to Marin's elderly;
8. If an appointee is a City or Town representative, a commitment must be made to report to the
appointee's City or Town Council on an annual basis regarding the activities of the
Commission.

Mission Statement
To provide information and advocacy for services that enable older adults to live with dignity.
Description
The Marin County Commission on Aging is a 23 -member federally mandated advisory council to
the Marin County Board of Supervisors as the Area Agency on Aging. The Commission works
closely with the County's Division of Aging and Adult Services on behalf of Marin's older adults.
Commissioners are appointed to three-year terms by either the Board of Supervisors or the I 1
incorporated Cities and 'Towns in Marin. In addition, Marin County's Senior Assembly Member
and Senior Senator, representatives of the California Senior Legislature (CSL) also serve as ex -
officio members for a four-year term.
The Role
The primary role of the Commissioner is to articulate the voice of older adults to local
government, elected officials and the various community agencies and partners throughout the
County. The length of term is three years.
The Requirements
■ Resident in the city or town which they represent
• Desire to improve the services to older adults and those with disability
■ Attend monthly General Commission Meeting held on the second Thursday of every
month from 10:00am to 12:30pm.
■ Join at least one subcommittee or task force which meets on a quarterly basis typically
from 1:30 to 3:30pm.
• Computer access with an active email account.
