SUBJECT: A RESOLUTION AUTHORIZING THE PUBLIC WORKS DIRECTOR TO
AMEND AN AGREEMENT FOR PROFESSIONAL SERVICES WITH SIEGFRIED
ENGINEERING, INC. TO EXPAND THE SCOPE OF WORK FOR THE GRAND AVENUE
PATHWAY CONNECTOR PROJECT, PROJECT 11173, IN THE AMOUNT OF $21,700.00.
RECOMMENDATION: Adopt Resolution
BACKGROUND: Previously, Public Works Staff was awarded grant funds in the amount of
$200,000 for design and environmental permitting assistance from the San Francisco Bay Trails
Association to design a key pathway connection along Grand Avenue between Francisco Blvd East and
Second Street. On April 4, 2011 City Council approved Resolution number 13130 authorizing the Public
Works Director to enter into an agreement with the Bay Trails Association in order to receive the grant
funds.
As part of another project, a 9 to 12 foot wide sidewalk/multi-use path along Francisco Boulevard East
between Vivian Way and the southern end of the Grand Avenue Bridge has been designed and is
anticipated to be constructed within the next year. The Grand Avenue Pathway Connector project
proposes to continue the 9 to 12 foot widened sidewalk on the east side of Grand Avenue up to Second
Street, including installation of a new 12 foot wide bicycle/pedestrian bridge crossing the San Rafael
Canal.
On July 18, 2011, the City Council adopted Resolution No. 13198, authorizing the Public Works Director
to execute an agreement with Siegfried Engineering, Inc. to design and provide the necessary
environmental documentation for Grand Avenue Pathway Connector Project. The original contract value
authorized was $158,984.00.
During the preliminary design of the project, the southeast corner of the intersection of Second Street &
Grand Avenue was identified as a location which needs further studies and analysis. Due to the existing
complex layout on this corner, including two pedestrian curb ramps and a driveway. it is recommended
that a traffic engineering firm collect data and analyze this corner and the safety of the intersection as a
whole for inclusion of any additional safety measures with the proposed design. With the increase of

bicyclists and pedestrians who are anticipated to use this corridor once the entire widened sidewalk/multi-
use path complete, it is necessary to ensure that the intersection of Second Street & Grand Avenue is safe
for all users.
ANALYSIS: Additional traffic engineering related studies and analysis of the intersection of Second
Street and Grand Avenue is necessary in order to provide the safest design possible for the proposed
widened sidewalk/multi-use path along Francisco Boulevard East/Grand Avenue.
FISCAL IMPACT: The total maximum grant amount for this project is $200,000 with no local match
required. The original agreement for design with Siegfried Engineering, Inc. is for $158,984.00. The
additional amount proposed for traffic engineering analysis is $21,700.00 for a total amended agreement
amount of $180,684. The total amended agreement amount falls within the maximum grant amount of
$200,000.00 allocated from the San Francisco Bay Trails Association.
OPTIONS: The Council can choose not to authorize the Public Works Director the authority to
amend the Professional Services Agreement with Siegfried Engineering Inc. If this option is chosen, the
additional traffic engineering analysis and recommendation at the intersection of Second Street & Grand
Avenue will not be incorporated into the design.
ACTION REQUIRED: Adopt the resolution allowing the Public Works Director to amend the
Professional Services Agreement with Siegfried Engineering, Inc.

RESOLUTION AUTHORIZING THE PUBLIC WORKS DIRECTOR TO AMEND AN

WHEREAS, the City Council adopted Resolution number 13198 on July 18,
2011 authorizing the Public Works Director to enter into a Professional Services Agreement
with Siegfried Engineering, Inc. to design the Grand Avenue Pathway Connector Project; and
WHEREAS, the City is obligated to pay $158,984 to date to Siegfried
Engineering, Inc. in connection with the design of the Grand Avenue Pathway Connector Project;

WHEREAS, an additional $21,700 is needed for Siegfried Engineering, Inc. to
provide additional specialized professional traffic engineering analysis and design; and
WHEREAS, staff received a proposal from Siegfried Engineering, Inc. for
additional design services for the additional scope of work in an amount not to exceed $21,700
(Exhibit "A" to the Amendment); and
WHEREAS, staff has reviewed their proposal and found it to be complete and
within industry standards.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San
Rafael hereby approves and authorizes the Public Works Director to execute an amendment
to the Professional Services Agreement between Siegfried Engineering, Inc. and the City, in the
form attached hereto, expanding the scope of services under the agreement in the amount of
521,700, for a total cost not to exceed $180,684.
IT IS FURTHER ORDERED AND RESOLVED, that the Director of Public
Works is hereby authorized to take any and all such actions and make changes as may be
necessary to accomplish the purpose of this resolution.

PROJECT FOR A NOT TO EXCEED AMOUNT OF $21,700,
INCREASING THE TOTAL NOT TO EXCEED AMOUNT UNDER THE
AGREEMENT TO $180,684.
This Amendment to the Professional Services Agreement by and between the CITY OF
SAN RAFAEL (hereinafter "CITY"), and SIEGFRIED ENGINEERING, INC., a corporation
(hereinafter "CONSULTANT"), is made and entered into as of the 6th day of August, 2012.
RECITALS
WHEREAS, pursuant to City Council Resolution No. 13198 adopted on July 18, 2011,
the CITY and CONSULTANT entered into a Professional Services Agreement, dated July 19,
2011, for design services of the Grand Avenue Pathway Connector Project in an amount not to
exceed $158,984; and
WHEREAS, an additional amount not to exceed $21,700 is needed for Siegfried
Engineering, Inc. to conduct additional traffic engineering safety analysis and design services.
AMENDMENT TO AGREEMENT
NOW, THEREFORE, the parties hereby agree to an Amendment to the Professional
Services Agreement for the Grand Avenue Pathway Connector Project between the parties as
follows:
1. Paragraph 2 (Duties of the Contractor) in the Agreement is revised to add to the
Scope of Work the tasks described in the CONSULTANT's proposal dated June 20, 2012,
attached hereto as Exhibit "A".
2. Paragraph 4 (Compensation) in the Agreement is revised to add $21,700 for the
aforementioned additional tasks as shown on Exhibit -13- attached hereto, and to provide that the
total payment under the Agreement will not exceed $180, 684.
3. All of the other provisions, terms and obligations of the Agreement between the
parties shall remain valid and shall be in force after this amendment.

Dear Ms. Blomquist:
Subject: Grand Avenue Pedestrian Bridge Traffic Engineering Services
To enhance the safety of pedestrians and bicyclists at the intersection of Grand Avenue and
Second Street and to fully study the safety improvements related to the relocated driveway on the
southeast corner of the intersection Siegfried would like to present the traffic signal modification
and study scope of work below. Said scope of work if approved will be integrated into the existing
project schedule and will become an integral part of the plan set, specifications, and project
estimates. In general the proposed traffic signal modifications would upgrade the existing traffic
signal with mast arms and signal heads, and will install audible countdown pedestrian signals.
The traffic signal modification design will conform to the City's standard design and California
MUTCD guidelines, and Caltrans standard plans, specifications and design requirements.
The specific deficiencies that will be resolved are:
• The existing traffic signal does not have pedestrian signals or push buttons.
• The existing traffic signal operates on fixed time which is not optimal for pedestrian, bike, and
traffic flow.
• The existing traffic signal timing is for pedestrian timing minimum for the vehicle timing.
Pedestrian timing occurs for every cycle regardless if pedestrians are present. This is not
optimal for pedestrian and bicycle and vehicle flow.
Scope of Work
Task 1: Traffic Analysis
The design team will provide traffic operations analysis for the proposed driveway impacts on 2nd
Street at Grand Avenue. Based on our initial field review of the project site and knowledge of the
area, we will carry out the following tasks:
• We will complete turning movement traffic counts for the intersection for the am peak hour
and the pm peak hour from lam to 9am and from 4pm to 6pm.
• We will coordinate with the civil design layout of the site to evaluate the best location for the
new driveway location.

The objective is to determine the best driveway location tomeet the requirements that the City
feels would improve pedestrian safety and traffic safety atGrand Avenue and 2nd Street and to
optimize the multimodal traffic flow in the intersection.
Task 2: Signal Modifications
Adetailed supplemental field survey of the northwest, southwest, and northeast corners of the
intersection to locate and accurately represent the traffic signal equipment, pull boxes, and

intersection provided by the City and the above survey the design team will prepare plans,
specifications, and estimates (PS&E) for the modification of the following signal elements:
• Traffic signal mast arms, signal heads, and traffic signal equipment needed to upgrade the
traffic signal to current Caltrans standards.
° Audible countdown pedestrian signals (The new pedestrian signals will be for the three
existing crosswalks)
The plans will provide the layout of the traffic signal equipment, including locations of the signal
controller/cabinet, poles, pedestrian countdown signals, emergency vehicle pre-emption,
intersection striping and signage design, andintenseobonmafehv|ightinQ. Designs will bein
accordance with Caltrans design standards, California Manual on Uniform Traffic Control Devices
(CA yWUTCD)guidelines, and the City of San Rafae|'adesign requirements. inaddition the design
team will include the signal upgrade costs into the overall projectcust estimate and include
additional special provisions for the signal work. The design team will meet with City staff, as
needed, b2review comments and recommendations.
The plans, specifications and estimates will bmsubmitted with the bridge and roadway
deliverables at the 65%, 9596. and Final stages in the same fashion as indicated in the original
contract scope of work.
Fee Schedule:
For Task I the total not to exceed fee including reimbursable expenses will be: $9,700.00
For Task 2 the total not to exceed fee including reimbursable expenses will be: $12,000.00
