RECOMMENDATION: Adopt Plans and Specifications. BACKGROUND: In December 2009 Marin County and 11 jurisdictions within the County became eligible for $2,434,904 in Cycle 1 STP/CMAQ (Surface Transportation Program/Congestion Mitigation and Air Quality) funds. The specific amounts were developed based on the miles of arterials within each jurisdiction. As one of the larger jurisdictions, San Rafael is eligible for $540,115. Other jurisdictionssuch as the Town of Ross were allocated only $19,390, a minimal amount given the paperwork and backup material necessary to comply with complex federal requirements. Consequently, jurisdictions with small allocations such as Ross, Belvedere ($23,556), Fairfax ($63,840), etc., have determined that it is not cost effective to pursue this funding. In an effort to retain these funds, 8 jurisdictions have agreed to forward their share of these funds to the City of San Rafael in exchange for 80 cents on the dollar for every federal dollar allocated. This arrangement with 8 Marin jurisdictions yields an additional $478,885 in Federal funds for a total project budget of $1,019,000 which enables San Rafael to maximize the roadway segments we will be able to resurface, especially in view of the currently favorable bidding climate. When the project is finished, San Rafael will distribute a total of $383,108 in Gas Tax funds to each City based on the original allocation. Four roadway segments have been approved for reimbursement as part of the grant. These segments include: 1. Fifth Avenue from B Street to H Street 2. Mission Avenue from Grand Avenue to H Street 3. Bellam Boulevard from I-580 EB Ramps to I-580 WB Ramps 4. Bellam Boulevard from Kerner Boulevard to Windward Way FOR CITY CLERK ONLY Council Meeting: Disposition: r'cr4 —`r l£err�rte�r SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 Staff has structured the bid documents to receive bids to resurface the following roadway segments, which are also approved for reimbursement as part of the grant: 5. D Street from Second Street to Antonette Avenue 6. Bellam Boulevard from Woodland Avenue to 1-580 EB Ramps 7. Mission Avenue from Grand Avenue to Union Street 8. Redwood Highway from Mitchell Boulevard to Smith Ranch Road. If the bid prices received to perform the work on the first 4 roadway segments is less than the approved grant amount, some or all of the additional roadways segments may be added to the project. The design of the project was completed by City of San Rafael Department of Public Works engineering staff which will also manage the complex federal paperwork portion of the project. A copy of the project plans and specifications are available at the City's Clerk's office for review. Previously, City staff coordinated with utility owners regarding planned utility improvements. Several MMWD projects have been completed within the past few months, including the new fire flow upgrades on Mission Avenue and Fifth Avenue, in anticipation of this resurfacing project. ANALYSIS: Adoption of project plans and specifications is necessary to bid the project and begin construction. FISCAL IMPACT: The estimated cost of the base project is $881,500 which includes reimbursements from utilities for raising their facilities, which is standard practice for this type of project. The construction document is structured to allow the City to add additional road segments to fit the project budget depending upon the bids. X W#CSW&T 1. Adopt the plans and specifications as presented for the project, authorize staff to explore maximization of the number of streets paved based on the bids received and authorize the City Clerk to call for bids; or 2. Reject the plans and specifications and direct staff to stop the work on the project. This option will require toss of the $1,019,000 federal grant and may require the City to repay the other Cities noted as allocating their share of this funding.
