BACKGROUND: The City of San Rafael currently maintains and operates four parking structures - garages within the downtown area which currently utilize metal halide and high pressure sodium fixtures. Conversion of each of the 284 lighting fixtures with photocells, fluorescent fixtures with energy efficient ballasts, and Light Emitting Diode (LED) fixtures will greatly reduce the energy usage within these structures. In addition, in order to further increase the energy efficiency of these fixtures, alternative costs will be obtained for the installation of wireless diming controls and photosensors. Photosensors will detect when vehicles and/or pedestrians are present. If no vehicle or pedestrian is present, the lights will dim to minimum lighting levels and will increase to higher lighting levels when vehicles and pedestrians are detected. Disposition: Pte_ e e SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the project to begin. Construction is anticipated to start in October 2012 and be completed by the end of the year. FISCAL IMPACT: The engineer's estimate for construction of the project is $115,000 for the base bid items. The exact cost for construction will be determined after bids have been received. The City has received a 0% loan from PG&E which will be paid back over a 10 year period utilizing energy cost savings from the retrofit project. In addition, the cost savings from the Parking Structure - Garage Retrofit project will also help offset some of the costs for the City's HVAC replacement project currently under construction. No money from the City is required for this loan. The City is also eligible for approximately $8,400 in energy efficiency rebates. The exact rebate amount will be determined after installation. The total net project cost and PG&E loan amount is anticipated at $106,600. ACTION REQUIRED: Adopt Plans and Specifications for the Parking Structure -Garage Lighting Replacements Project (City Project No. 11205) on file with the City Clerk, and authorize the City Clerk to call for bids.
