THE NEED FOR A NEW
LIBRARY BUILDING
Starting in 1970, when the population was 38,000, the City
began to state the need for a new downtown facility:
"The principal problem with the library today is that it simply
does not have adequate space in which to carry on an
adequate program."
Vivian Smith, Library Director (1970)
