SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: CITY MANAGER
Prepared by: Nancy Mackie, City Manager
SUBJECT: City Council Direction Regarding Preferred Downtown SMART Station
Design Color Selection
RECOMMENDATION: Provide direction to staff on the preferred station design color for the
Downtown San Rafael Station
DISCUSSION: On February 17, 2015, the City Council provided Mayor Phillips, City Council's
representative on SMART, with direction regarding Council preference for a new station design
concept (Exhibit 1). On February 18, 2015, the SMART Board of Directors adopted the new
design aesthetic. Their direction included establishing a color for the platform shelter and
amenities of gloss black. The Board also asked that SMART provide individual jurisdictions an
opportunity to select a color other than black (Exhibit 2).
Following these meetings, Planning Commissioner Larry Paul contacted the vendor for the
preferred shelters and obtained color selections from the company that manufactures the
roofing (Exhibit 3). Mr. Paul suggested, and the Council SMART Subcommittee concurs and
recommends to the full Council the selection of the color "Terra Cotta".
FISCAL IMPACT: There is not fiscal impact to this action.
OPTIONS: The City Council has the following options to consider on this matter:
1. Accept the SMART Subcommittee recommendation for the color "Terra Cotta"
2. Select a different color, or agree to the standard gloss black for the shelters and
amenities.
RECOMMENDED ACTION: Provide direction to staff regarding the preferred color selection.

Re: SMART Platform Amenities Design
Dear Mrs. Mackie and Mr. Mansourian:
FEB 2 0 2015
The SMART Board of Directors adopted a design aesthetic for the SMART Platforms
at the Board meeting yesterday. The adopted aesthetic centers around a standing
seam hip style roof for the platform shelters. Their direction on aesthetics included
establishing a color for the platform shelter and amenities of gloss black. This
design aesthetic is included with this transmittal and described as Option 2.
David Rabbitt
The Board directed staff to provide our municipal partners with an opportunity to
Sonoma County Board of Supervisors
select between the two options that they chose from so that a jurisdiction could
Carol Russell
choose an aesthetic they feel best fits their community. In addition, the Board
Sonoma Mayors and Councilmembers
would like to provide an opportunity for municipalities to select a color other than
Association
black. Therefore, we would like to provide you with the following opportunities:
Kathrin Sears
Marin County Board of Supervisors
1. Confirm that you are agreeable with the Option 2 design aesthetic in black.
Shirlee Zane

2. Choose the Option 1 design aesthetic (this was presented to you as part of
the 65% design review package). It is also included in the staff report
(Enclosure 1).

The Board reviewed two platform amenities packages: 1) that which was included

in the 65% Design package that was provided to you in August 2014 — we have

termed this Option 1; and 2) the previously described standing seam hip roof
design in gloss black. Both options are complete packages that consist of a shelter,
lighting, waste receptacles, and seating that is incorporated into the shelter. You
may select the Option 1 package if you prefer it over the Option 2 package that the
Board selected. We cannot mix and match different elements from a package
however. I have included the staff report in which we presented the platform
amenity options to the SMART Board for background information,
