HomeMy WebLinkAboutCC Resolution 12306 (Grand Jury Response -Aging in Marin)CITY OF SAN RAFAEL RESOLUTION NO. 12306 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING AND AUTHORIZING THE MAYOR TO EXCECUTE THE CITY OF SAN RAFAEL RESPONSE TO THE 2006-2007 MAIN COUNTY GRAND JURY REPORT ENTITLED "AGING IN MARIN- AN ESSAY IN UNEASINESS" THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: WHEREAS, pursuant to Penal Code section 933, a public agency which receives a Grand Jury Report addressing aspects of the public agency's operations, must comment on the Report's findings and recommendations contained in the Report in writing within ninety (90) days to the Presiding Judge of the Superior Court with a copy to the Foreperson of the Grand Jury; and WHEREAS, Penal Code section 933 specifically requires that the "governing body" of the public agency provide said response and, in order to lawfully comply, the governing body must consider and adopt the response at a noticed meeting pursuant to the Brown Act; and WHEREAS, The City Council of the City of San Rafael has received and reviewed the 2006-2007 Marin County Grand Jury Report, dated May 2, 2007, entitled "Aging in Marin- --An Essay in Uneasiness" and has agendized it at this meeting to consider and approve a response; NOW THEREFORE BE IT RESOLVED The City Council of the City of San Rafael hereby: 1. Approves and authorizes the Mayor to execute, the City of San Rafael's response to the 2006-2007 Marin County Grand Jury Report entitled City of San Rafael Response to Marin County Grand Jury Report, "Aging in Marin—An Essay in Uneasiness" copy attached hereto. 2. Directs the City Clerk to forward the City's Grand Jury Report response to the Presiding Judge of the Marin County Superior Court and to the Foreperson of the Marin County Grand Jury. I, JEANNE M. Leoncim, City Clerk 1"" F14 - Social support in Marin comes in a variety of forms, but senior center and community center membership is not growing at a pace to match the increasing older population. Response: We disagree with this Finding as stated in the Grand Jury Report. The City of San Rafael sponsors the San Rafael Goldenaires and the Terra Linda Senior programs. The former operates from the San Rafael Community Center, 618 B Street and the latter from the Terra Linda Community Center, 670 Del Ganado Avenue. The programs utilize collaborations, volunteers, self governing boards, and paid staff to produce enrichment and fitness classes, art, crafts, writing and game groups, trips to local and international destinations, bingo games, senior meal service, events, banquets, luncheons, health screening, tax preparation, safe driving, estate planning and computer education seminars, film showings and fund raising events. The Goldenaires register 20-30 new members each week and combined, the programs serve 1,820 seniors. Participation is at an all time high. Inherent to service of this age group is the turnover due to health, relocation, and death. The participation levels indicate that the programs are regenerating membership and increasing in proportion to the increase in the older adult population. The average age of those participating has lowered to 55 to 65 years of age. In past years, the average age was 65 to 75 years. Many participating seniors are in their 80s and 90s. The variety of activities and services offered along with the numerous opportunities to volunteer are attractive to active and interested senior adults. This fall new programs will be launched at the Pickleweed Park Community Center and Library to target the Latino and Asian seniors in that neighborhood.
