HomeMy WebLinkAboutCC Resolution 12310 (Purchase Fire Engine)RESOLUTION NO. 12310 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE PURCHASE OF ONE FIRE ENGINE FROM MARK -WEST FIRE APPARATUS AND TWO AMBULANCES FROM LEADER INDUSTRIES THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows: WHEREAS, the City of San Rafael Vehicle Replacement Program for FY 06-07 included the purchase of a replacement USAR Fire Vehicle; and WHEREAS, the City has approximately 5000 acres of open space that interface with many structures within the City; these Wildland-Urban Interface areas present a significant risk to public safety, and a 4 -wheel drive Fire Engine will provide increased access to fires in smaller stages; and WHEREAS, the current USAR Vehicle continues to be adequate and effective as a City Response Unit; and WHEREAS, the Fire Department has determined the most appropriate vehicle need is for a Fire Engine capable of accessing open space as well as city streets where a standard fire engines would have difficulty making access and maneuvering; and WHEREAS, the City of San Rafael Vehicle Replacement Program for FY 06-07 included the replacement of first response ambulances at 5 years of service; and WHEREAS, two Ambulances, currently in first response service by the Fire Department, exceed this period of use; and WHEREAS, the Fire Department has determined that Mark -West Fire Apparatus has extended its Mosquito Fire District (CA) contract price and that Leader Industries has extended its Novato Fire District (CA) price (without cost -of -living and component price increases); and WHEREAS, the City's Purchasing Policy (Chapter 2.55, San Rafael Municipal Code) allows a City department to purchase equipment and supplies without compliance with bidding requirements in circumstances where the department utilizes purchasing agreements maintained by state, county, or other public agencies; and WHEREAS, the Fire Department staff has reviewed the specifications and pricing from Mark -West Fire Apparatus and Leader Industries and has determined that both are exceptional values for the City of San Rafael, and the Fire Department staff recommends that the City purchase one Type III fire engine from Mark -West Fire Apparatus based on the Mosquito Fire District contract and two ambulances from Leader Industries based on the Novato Fire District contract. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San Rafael hereby: 1. Finds all the above -recited facts to be true and accurate; 2. Authorizes the San Rafael Fire Department to purchase one Type III Fire Engine from Mark - West Fire Apparatus and two Fire Ambulances from Leader Industries; 3. Authorizes the Fire Chief to execute any and all documents necessary to complete these purchases. 4. Authorizes the Finance Director to seek a financing source to fund these purchases that is advantageous to the City with the ability to add the cost of Fire Department command units when approved.
