HomeMy WebLinkAboutCC Resolution 12346 (Critical Facilities Committee)RESOLUTION NO. 12346 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE CITY MANAGER TO COMMENCE THE APPLICATION PROCESS IN ORDER TO ESTABLISH A SAN RAFAEL CRITICAL FACILITIES COMMITTEE WHEREAS, the City Council commissioned comprehensive studies of San Rafael's public safety buildings, San Rafael and Terra Linda Community Centers and the Library in 2002; and WHEREAS, Group 4 Architecture, Research and Planning conducted a comprehensive analysis over the ensuing 18 months, emphasizing seismic integrity and San Rafael's ability to respond to emergencies and the needs of library patrons; and WHEREAS, the reports identified significant deficiencies in each public safety facility and in the Library and suggested strategies to address these needs; and WHEREAS, the City Council established the San Rafael Critical Facilities Strategy Committee, comprised of San Rafael residents, to recommend strategies that will assure the ability of San Rafael's public safety facilities, community centers and library to meet current and future needs; and WHEREAS, the Committee began meeting in October 2004 to review facility evaluation studies written by Group 4 Architecture, Research and Planning, which identified significant capital deficiencies in each public safety facility and in the library; and WHEREAS, in recognition of the potential impact of San Rafael's ongoing operational budget deficit, the Council decided to expand the Committee's original charge by requesting the Committee's assistance in devising strategies to address both capital and operational deficiencies, and " ""�71 i;riR WHEREAS, in its final report, the Committee recommended strategies to address the City's operational budget deficit and strategies to address the seismic and modernization needs of San Rafael's fire stations, City Hall and Police facilities, and the Terra Linda and San Rafael Community Centers, and WHEREAS, on November 8, 2005, the voters of San Rafael approved a Transactions and Use Tax ("Measure S"). This measure amended the San Rafael Municipal Code to establish a .5% retail transaction and use tax within the City of San Rafael, and resolved the City's operational budget deficit; and WHEREAS, a recent citizen satisfaction survey conducted in January 2007 demonstrated the San Rafael community's importance for essential buildings by ranking `maintaining City facilities' as a high priority service, and WHEREAS, with the passage of Measure "S", the City needs to return to the focus of our critical facilities and would be well served by having a new Critical Facilities Committee established in order to develop strategies for informing and educating the community about the current state of our buildings as well as develop an implementation plan to advance the priorities set by the former Critical Facilities Strategy Committee. NOW, THEREFORE, IT IS HEREBY RESOLVED that the Council does hereby authorize the City Manager to conduct an application process to solicit San Rafael citizens who have an interest in serving on the new Critical Facilities Committee. The Committee candidate process will include interviews by the City Council. The City Manager shall provide under a future separate Report and Resolution the required actions to appoint the new Critical Facilities Committee members and formalize the Committee's roles and responsibilities.
