A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ESTABLISHING GAMBLING WAGERING LIMITS IN CITY OF SAN RAFAEL CARD
ROOMS.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS
FOLLOWS:
WHEREAS, the State of California Department of Justice, Division of Gambling
Control under the Gaming Control Act requires local jurisdictions to set wagering limits
in gambling establishments within their jurisdiction, and
WHEREAS, Pete's 881 Club San Rafael, a card room located at 721 Lincoln
Avenue maintains, by City permit, card tables used by the public for the playing of cards
for the use of which a fee is charged players, and
WHEREAS, pursuant to Business & Professions Code section 19860, the
wagering limits for licensed card rooms may be set by resolution adopted by the City
Council;
WHEREAS, San Rafael Municipal Code Section 10.36.130(4) states that the
card room shall set wagering limits for each controlled game, and that wagering limits
are subject to limitations set by the City by City Council Resolution;
NOW, THEREFORE, BE IT RESOLVED that in no case shall individual bets
higher than two hundred dollars ($200.00) be allowed in Blackjack games or California
games that feature a rotating player -dealer position, nor shall bets higher than two
hundred dollars ($200.00) be allowed in "Limit" poker games, nor shall "Buy In" amounts
greater than two hundred dollars ($200.00) be allowed in designated tournament
games, nor shall bets higher than two thousand dollars ($2.000.00) be allowed in "No
Limit" poker games in any card room licensed and permitted to operate in the City of
San Rafael.

foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the Council of said City on the 17th day of September, 2007, by the following vote, to

EXPLANATION OF GAME RULES and WAGERING
CLUB SAN RAFAEL BLACKJACK or CALIFORNIA -22
Players play against the banker who is selected from one of the players. At the
beginning of play, the option to bank the game is offered to the players in rotation
starting from the left of the dealer. The bank may be held for maximum of two hands.
Thereafter, the option to bank continues to be offered in rotation to the left.
Players are dealt two cards face up. The Banker is dealt two cards in front of the dealer,
one face up and one face down. Starting with the player to the left of the dealer and
rotating around the table, each player has the option to "hit" (take another card or cards)
or "stay" (pass to the next player).
A natural 22 (two aces, two jokers, or a joker and an ace) wins and is paid immediately.
If the player goes over 22, his hand is held until every hand at the table has played.
After all players have had the option to "hit" or "stay", the banker's hand is turned over.
The Banker must hit a Soft 18 or lower. The Banker must stand on a Hard 18 or higher.
Hands that are closest to 22 without exceeding that number are winners.
A wager equal to the original amount is required when splitting pairs. A wager for less
than the original amount is allowed when doubling down. A player may not double down
after splitting a pair.
Wagering: Pete's 881 Club existing wagering limit is a maximum of $50.00 for any
single bet per hand.
TEXAS HOLD'EM
In Texas Hold -em, each player receives two uninterrupted cards singly dealt face down
as their initial hand. There is a round of betting after these cards have been delivered.
Three cards (called "the Flop") are now turned simultaneously face up in the center of
the table and another round of betting occurs. The next two cards are turned face up in
the center of the table, one at a time with a round of betting after each card. These
cards are community cards shared by all active players at the table. At the completion of
each hand, each active player will have 7 cards, two personal and five community cards
that are turned face -up in the center of the table. A player may use any combination of
five cards (one in their hand, four from the board, etc.) to determine their best high hand.
Hold -em uses a dealer button to indicate the player who in theory dealt the cards for that
pot. The player with the dealer button is the last to receive cards on the initial deal and
has the right of last -action on all betting rounds except the first. One or more blind bets
are used to start the action and initiate play. Blinds are posted by the first two players
who are seated to the left of the player with the button. Action is initiated on the first
betting round by the player on the immediate left of the last blind. On all subsequent
betting rounds the action is begun by the first active player clockwise from the button. All
blinds are considered to be live and if there are no raises, blinds may raise themselves
when the action comes to them.
Wagering: Pete's 881 Club currently has the following wagering limits.
In Limit poker games, players can join or leave the table at any time. Players buy
into the game by making a single purchase of chips up to a maximum of $200.00.
A player who has "bought in" then joins a poker table that has a maximum of 9
other players. The chips are then used to make bets up to $12.00 per individual
raise. During Live Table games, players can lose their chips, purchase another
amount up to $200.00 and return to the game an unlimited amount of times.
2. In Poker Tournament games, players are limited at how many times they can "buy
in" to the game. A player begins by "buying in" with a maximum amount of chips
totaling $100.00. A maximum of 48 players can enter a tournament. In
tournament play, a player can bet all of the chips they have accumulated during
the tournament. After losing all of their chips, a player is allowed to make only
one more "buy in" up to a maximum of $50.00 to stay in the tournament. After
loosing a second "buy in" a player is no longer in the tournament. During a
tournament, no player will loose more than $150.00. The last six players left in
the tournament receive a split of the total money in the bank accumulated from
the "buy in" money. The split goes as follows:
First place player with the most amount of chips receives 36% of the bank.
Second place receives 26%
Third place Receives 16%
Fourth place receives 10%
Fifth place receives 6%
Sixth place receives 6%
3. In No Limit poker games, players can join or leave the table at any time. Players
buy into the game by making a single purchase of chips up to a maximum of
$100.00. A player who has "bought in" then joins a poker table that has a
maximum of 9 other players. The chips are then used to make individual bets
limited only by the number of chips the player has accumulated during the game
to a maximum of $2,000.00. During No Limit games, players can lose their chips,
purchase another amount up to $100.00 and return to the game an unlimited
amount of times.
OMAHA
In Omaha, each player receives four uninterrupted cards dealt face down as their initial
hand. A player must use two cards in their hand and three cards from the board to
determine their best high hand. All other rules for Texas Hold -em apply.
Wagering:
The rules and limits of wagering during Omaha are the same as those listed above in
Texas Hold -em.
