Marin County Superior Court, Case No. CV992896 Assistant City Attorney Gus Guinan announced no reportable action was taken. ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:22 PM RE: MTBE GASOLINE ADDITIVE - File 13-12 x 13-1 x 13-4 Bruce Bullard congratulated the City for its work in attempting to ban the gasoline additive MTBE, noting the Resolutions adopted by the cities of San Rafael and Vacaville were currently being circulated among other cities in the East Bay. Mr. Bullard reported a document entitled "MTBE: To What Extent Will Past Releases Contaminate Community Water Supply Wells" was being published in Science and Technology, noting he had spoken with the author of the report, and was informed there are approximately 250,000 sites in the United States that are leaking, and that was a conservative estimate. Mr. Bullard referred to "The Commission's Findings Timetable for the Phase -Out of MTBE from California's Gasoline Supply", which is considered the "bible" in working on this issue. Mr. Bullard stated he would be conferring with Cal -EPA's legal counsel in two days, and while it may be a little slow, they were making progress on this issue. He again thanked the Council for the City's participation in the process of getting the information out to other communities. However, he believed there was a need to move more expediently. Charlie Peters noted he had provided the Councilmembers with copies of a newsletter he had received today, pointing out there was significant concern that a tremendous amount of contamination has taken place across the State, due to self -certifying gasoline tanks, and a great deal of concern that this product (MTBE) is affecting the groundwater and people's health. He stated he appreciated what the City was doing regarding this issue. PRESENTATION OF RESOLUTION OF APPRECIATION TO LARRY SALVISBERG ACTING CODE ENFORCEMENT MANAGER, EMPLOYEE OF THE QUARTER ENDING MARCH 31, 000 (CM) - File 102 x 7-4 x 9-3-85 Mayor Boro introduced Larry Salvisberg, Acting Code Enforcement Officer, and stated that at the Annual Employees Luncheon in April, it was announced that Mr. Salvisberg had been selected Employee of the Quarter for the first quarter of the year 2000. Mayor Boro noted Mr. Salvisberg had done a tremendous job, acting as a "one man show" in the Code Enforcement Division. He stated the City was very appreciative of the work Mr. Salvisberg has done, noting it was very evident throughout the City. Mayor Boro stated the employees in the City recognized the work Mr. Salvisberg has done, not only in his own particular area, but also in working with the various departments to become very effective in the area of Code Enforcement. On behalf of the City and the Council, Mayor Boro congratulated Mr. Salvisberg, and presented him with a Resolution of Appreciation. Mr. Salvisberg thanked the Council, stating he was very honored to have received the Resolution. He stated he likes what he does, and was very happy to be doing it. 11. COMMUNITY SERVICES: (CS) - File 102 x 9-3-65 (a) PRESENTATION OF RESOLUTION OF APPRECIATION IN RECOGNITION OF THE COMMUNITY SERVICES DEPARTMENT FOR AWARD-WINNING MARKETING EFFORTS. Mayor Boro presented a Resolution of Appreciation to the Community Services Department, which was accepted by Bill Scharf, Assistant Community Services Director. Mayor Boro explained the City of San Rafael, through Mr. Scharf's efforts, had been acknowledged by the California Parks and Recreation Society (CPRS) for the fine work of the Community Services Department. Quoting from the Citation, Mayor Boro read, "The California Parks and Recreation Society selected the City of San Rafael for State Awards of Excellence for Agency Logo Design and Agency Family Guide, and the Special State Award of Merit for Facilities Guide". Mayor Boro noted Mr. Scharf had really put San Rafael on the map with CPRS. Mr. Scharf thanked the Council for the Resolution of Appreciation, noting that as soon as the CPRS awards arrive, they will be placed on display at the Community Center. (b) PRESENTATION OF RESOLUTION OF APPRECIATION TO ROCHELLE GRECHMAN-DIBLEY FOR THE CALIFORNIA SCHOOL-AGE CONSORTIUM AWARD OF EXCELLENCE RE: WORK IN THE CHILD CARE FIELD. Mayor Boro introduced Child Care Supervisor Rochelle Grechman-Dibley, stating the Council was presenting her with a Resolution of Appreciation not only for the wonderful work she has done for the City over the past twelve years, and the love she has for the children, but also because she has received this year's Annual Award of Excellence by the California School -Age Consortium for her contributions in the field of school-age children's care. Mayor Boro pointed out the award states Ms. Dibley goes the extra mile, and noted her peers have also recognized that. He stated the City was very proud of her and congratulated her on the award, and on behalf of the City and the Council, Mayor Boro presented Ms. Dibley with a Resolution of Appreciation. SRCC MINUTES (Regular) 5/1/2000 Page 3 COUNCILMEMBER REPORTS: 12. a. c SRCC MINUTES (r -ular) 5/1/2000 Page 4 RE: PICKLEWEED ADVISORY COMMITTEE - File 254 x 2-1-55 x 4-10-164 (Verbal) Councilmember Miller stated the Pickleweed Advisory Committee had asked that he tell the Council what they are all about, and what they are doing in terms of their Outreach Program. He explained this program was a community -directed program, initiated and directed totally and completely by the Pickleweed Advisory Committee, under the leadership of Dorothy Vesecky, whose many hours of work, commitment and leadership have bridged the cultures. He distributed samples of the Committee's survey, in which they ask for public input regarding the types of activities they would like to see offered at the Pickleweed Community Center. Mr. Miller explained the Committee has provided two half-day training programs; three sub -committee meetings; and a half-day meeting last Saturday to train outreach leaders who are not on the Committee, so they can become involved. He stated the entire program has been supported and facilitated by City staff, mainly through David Donery, Supervisor of Pickleweed Community Center; Stephanie Lovette, Senior Economic Development Specialist; and Ulla Britt -Jonsson from Community Development, and he noted staff had really empowered the group. Mr. Miller reported the Committee had developed a questionnaire they considered to be a community -sensitive dialogue instrument on the use of programs to be housed in the facility, rather than a scientific opinion poll of the project. He explained they had discussed how they could best communicate with the people in the Canal neighborhoods, and how they could be as inclusive as possible and have people respond, so it would be a true dialogue, ensuring the outreach was a "two-way street". Mr. Miller reported approximately 40 or 50 different groups use the Pickleweed facilities, and an outreach person will go to each of those groups and assist them in completing the questionnaire. He stated this would aid in determining the users of the facility, and what they want. Mr. Miller stated the Committee will also go out to organizations and associations, such as the homeowner associations, Spinnaker Point, Baypoint Lagoon, Bahia del Rafael, and the Newport Boating Homeowners, as well as all the child care centers in the area, the PTA's of each of the four schools, Laurel Dell, Bahia Vista, San Pedro and Davidson Middle School, the Canal Ministry, the Canal Community Alliance Women's Group and Adult Literacy Group, and the Padre Unitos, a parents group in the community. Mr. Miller stated the next part would be the Schools Program, where the questionnaires will be going out to each of the families. In addition to those outreach efforts, Mr. Miller stated there would be a drop box promotion, with drop boxes placed in the 21 most frequented locations throughout the neighborhood, representing all segments of the community. Mr. Miller also reported Dave Donery would be responsible for going to all 21 locations, on a daily basis, and collecting the questionnaires from the drop boxes. Mr. Miller stated Mr. Donery provides outstanding leadership in the community, noting it was quite remarkable. Councilmember Miller noted another segment would be a direct mailing to all residents in the neighborhood, which was being developed by Ms. Lovette. He explained the direct mail piece would be a summary of the Canal Voice, what the people have said and what the Committee has responded to, thereby giving a "report card" on what has already been done. He noted a copy of the questionnaire would also be attached to that mailing, and pointed out that the questionnaires would be in three languages. Mr. Miller noted the culmination of these efforts would be three larger group meetings, which will be open to anyone who wants to come down to Pickleweed Park and attend. RE: MCCMC - File 113 (Verbal) Councilmember Heller reported the Joint Services Committee she has been serving on through the MCCMC (Marin County Council of Mayors and Councilmembers) had reached the end of its studies, and would be preparing a draft final report and recommendations on all of the Countywide JPA's the cities and County belong to. She stated it had been a very interesting project, and she had enjoyed it. RE: MCCMC - File 113 (Verbal) Mayor Boro stated San Rafael would be the host city this month for the MCCMC dinner, which is to be held at Dominican College. He reported the event would start with a reception at the new gym, and then they would walk to one of the halls for dinner. He announced Senator John Burton was scheduled to be the guest speaker. RE: SAN RAFAEL CITY SCHOOLS - File 9-2-1 x 220 (Verbal) Mayor Boro reported that last week he and Councilmember Miller had an informal meeting with two members of the School District, Gary Anspach, President of the School Board, and Board Member Colleen Ferguson. He stated they discussed several issues of concern, in particular the joint use of facilities. Mayor Boro stated he was pleased to announce the possibility of the four of them working with City Manager Rod Gould and School Superintendent Barbara Smith, on a very informal basis to get the matter started, and to begin a dialogue concerning a Joint JPA. He hoped that would happen soon, as he believed everyone would benefit from such discussions. There being no further business, the City Council meeting was adjourned at 8:40 PM. JE NEM.
