AGENCY CONSIDERATION: 3 RESOLUTION APPROVING EXECUTION OF AN $85.000 GRANT AGREEMENT WITH CANAL COMMUNITY ALLIANCE FOR THE PURCHASE OF 161 NOVATO STREET (RA) - File R-431 x (SRCC) 13-16 Senior Redevelopment Specialist Stephanie Lovette explained this grant was being made to help the Canal Community Alliance (CCA) acquire four units at 161 Novato Street. She stated this was a very exciting project, noting CCA was basically doing the same thing the City is trying to do with BRIDGE Housing, which is to acquire units to assist tenants and make certain they are not overpaying for rent. She pointed out that overcrowded conditions and high rents in the Canal have been huge problems for the community. Ms. Lovette reported the total cost of the project will be approximately $455,000, explaining the City will be contributing $50,000, Canal Community Alliance will be getting a first deed of trust for a portion of the amount, they have applied to the Marin Community Foundation, and are also partnering with Buckelew. Ms. Lovette noted CCA was not going to start doing property management as a result of this program, pointing out the nice thing about these units is that they are part of a condominium complex, and monthly fees are paid for running the complex and doing the outside work. SRRA MINUTES (Regular) 6/19/2000 Page 1 4 SRRA MINUTES (Regular) 6/19/2000 Page 2 Ms. Lovette stated CCA had received project -based Section 8 approval for all of these units; therefore, the tenants will be paying no more than 30% of their income for rent. Member Heller pointed out Ms. Lovette had just stated the City would be contributing $50,000, when in fact the City would be contributing $85,000. Ms. Lovette stated Councilmember Heller was correct. Member Miller thanked the Canal Community Alliance and Director Tom Wilson. He stated that throughout the Canal neighborhoods there is a drive for stability of the community, and he believed that being able to house the families and helping them grow in a healthy way was how they could achieve that stability. He noted the rising rents were causing the people to flow out of the community, and that needed to be stabilized. Tom Wilson, Director of the Canal Community Alliance, thanked Councilmember Miller, stating it was great to work with the City. He acknowledged this was a very small project, although they were trying to do their part to help. He pointed out BRIDGE Housing was looking at a couple of larger buildings; however, he believed that if the CAC could tie up a small one here and there, they would also be doing their part. Member Cohen asked when they might be able to do more? Mr. Wilson stated they will do more as soon as they can. Member Heller moved and Member Cohen seconded, to adopt the Resolution approving the execution of an $85,000 grant agreement with Canal Community Alliance for the purchase of 161 Novato Street. RESOLUTION NO. 2000-18 - RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN RAFAEL APPROVING EXECUTION OF AN EIGHTY FIVE THOUSAND DOLLAR ($85,000) GRANT AGREEMENT WITH CANAL COMMUNITY ALLIANCE FOR THE PURCHASE OF 161 NOVATO STREET (Villa Marin). AYES: MEMBERS: Cohen, Heller, Miller, Phillips & Chairman Boro NOES: MEMBERS: None ABSENT: MEMBERS: None RESOLUTION APPROVING EXECUTION OF A $190.000 GRANT AGREEMENT WITH HOMEWARD BOUND FOR THE RENOVATION OF 1111 FOURTH STREET (MARIN HOTEL) (RA) - File R-432 x (SRCC) 13-16 Ms. Lovette reported the Redevelopment Agency was giving Homeward Bound $190,000 for the rehabilitation of the Marin Hotel, which is located across the street from the Rafael Theatre. She explained this was a single -room occupancy hotel with approximately 40 people living there, and they currently share one lavatory and one shower each for the female and male residents. She stated the renovations will include four new lavatories, four new showers, upgrades to the dining areas and lobby, and as part of the renovation, the owner has agreed to paint the exterior of the building. Ms. Lovette stated, again, this was a wonderful partnership with Homeward Bound, pointing out the Redevelopment Agency had already provided funding for them early in the year for their Carmel Voyager Hotel on "B" Street. Member Heller stated this sounded like a tremendous project, and $190,000 was not very much money for all they are planning to do. Ms. Lovette explained Fred Divine had done a very good job of working with Homeward Bound and getting the costs down on this project, as well as the Carmel Voyager project. Ms. Lovette stated the total cost for this project was estimated to be $215,000, noting Homeward Bound would also be applying to the Marin Community Foundation for funding for a portion of this project, along with other projects they need to do. Ms. Lovette stated it did, explaining all of the Redevelopment Agency's grant agreements required prevailing wages. Mary Kay Sweeney., Executive Director of Homeward Bound of Marin, thanked the Redevelopment Agency for staff's leadership in making this project happen. She stated she believed that by doing these projects one by one, they were going to be able to create an opportunity for the people who work among us to actually live here, too. She also noted it was a tribute to the Agency Members' leadership, and she appreciated their collaborative efforts. She invited the Agency Members to take a tour of the Carmel Voyager Hotel when they have the chance. Councilmember Phillips moved and Councilmember Cohen seconded, to adopt the Resolution approving the execution of a $190,000 grant agreement with Homeward Bound for rehabilitation of 1111 Fourth Street. RESOLUTION NO. 2000-19 - RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN RAFAEL APPROVING EXECUTION OF A ONE HUNDRED AND NINETY THOUSAND DOLLAR (#190,000) GRANT AGREEMENT WITH HOMEWARD BOUND FOR THE PURCHASE OF 111 FOURTH STREET (Marin Hotel).
