HomeMy WebLinkAboutCC Resolution 14161 (Purchase Street Sweeper)RESOLUTION NO. 14161 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL WAIVING COMPETITIVE BIDDING REQUIREMENTS AND AUTHORIZING THE CITYMANAGER TO ENTER INTO AN AGREEMENT TO PURCHASE RAVO SERIES 5 STREET SWEEPER FROM MUNICIPAL MAINTENANCE EQUIPMENT, INC. WHEREAS, the Department of Public Works has traditionally utilized two mechanical sweepers to remove trash and debris from City streets; and WHEREAS, in June 2015 Public Works auctioned off the older of the two sweepers, a 14 -year old Tymco, because of extensive mechanical deterioration; and WHEREAS, that the City's remaining street sweeper, a 2008 Tymco, now requires increasingly extensive and costly repairs; and WHEREAS, Public Works provides City-wide leaf collection services from September to February to prevent fallen leaves from entering and clogging the City's storm drain system; and WHEREAS, Public Works also sweeps the Canal and the downtown area on an ongoing, weekly basis; and WHEREAS, recently expanded National Pollutant Discharge Elimination System (NPDES), the Marin County Stormwater Pollution Prevention Program (MCSTOPPP) regulations and the City's own stormwater ordinance (section 9.30.010 of the Municipal Code) mandate enhanced stormwater management efforts; and WHEREAS, these ongoing maintenance needs and increased regulatory mandates require a unit that can meet the City's diverse and expanding sweeping needs; and WHEREAS, staff contacted four vendors and, after a series of field tests, determined that a Ravo Series 5 unit will best meet current and future needs; and WHEREAS, staff solicited sweeper quotes from two private companies and determined that the one-time outright purchase of the Ravo Series 5 unit is the more cost- effective strategy; and WHEREAS, there are sufficient funds in the City's Vehicle Replacement Fund (#600) to accommodate this $253,523 expenditure. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael hereby waives competitive bidding requirements pursuant to San Rafael Municipal Code Section 2.55.070D and authorizes the City Manager to enter into an agreement with Municipal Maintenance Equipment, Inc. to purchase a Ravo Series 5 sweeper, in a form to be approved by the City Attorney, with funds to be appropriated from and expenditures recorded in the Vehicle Replacement Fund. IT IS FURTHER ORDERED AND RESOLVED, that the City Manager is hereby authorized to take any and all such actions and make changes as may be necessary to accomplish the purpose of this resolution.
