Special Meeting: Present: Lawrence E. Mulryan, Mayor
San Rafael City Council Albert J. Boro, Councilmember
Dorothy L. Breiner, Councilmember
Gary R. Frugoli, Councilmember
Joan Thayer, Councilmember
Absent: None
Also Present: Pamela J. Nicolai, City Manager;
Jeanne M. Leoncini, City Clerk
1. INTERVIEWS OF APPLICANTS TO FILL VACANCIES ON: (CC)
a. CULTURAL AFFAIRS COMMISSION - (Three Vacancies) - File 9-2-24
At meeting of April 3, 1989, City Council directed City Clerk to call
for applications due to expiration of three 4 -year terms on the Cultural
Affairs Commission, expiring the end of April, 1989. 12 applications
were received.
Applicant Dr. Fred London was unable to be interviewed at this time
due to a business commitment and asked to be interviewed at another
time. Mr. Dennis Foster, who also applied, was not eligible as he
is not a City resident.
Council considered two options: 1) Fill three vacancies and appoint
two alternates due to the possibility of expanding the Cultural Affairs
Commission from five to seven members, or 2) Fill three vacancies
and call for additional applications.
Ten applicants were interviewed: Lionel Ashcroft, James Boughey, Peggy
Bryant, Mary Lou Jacobson Kaufman, Sally Kibbee, Nanette Londeree,
Gina Matthews, Virginia Pabst, Becky Poulliot and Frank L. Keegan.
After discussion, Councilmember Frugoli moved and Councilmember Breiner
seconded, to reappoint incumbents Lionel Ashcroft and Nanette Londeree,
to four-year terms, ending April 1993.

NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None
Councilmember Breiner then moved and Councilmember Boro seconded,
to appoint Virginia Pabst, to fill a four-year term, ending April
1993.
AYES: COUNCILMEMBERS: Boro, Breiner, Frugoli, Thayer & Mayor Mulryan
NOES: COUNCILMEMBERS: None
ABSENT: COUNCILMEMBERS: None
After discussion, Councilmember Breiner moved and Councilmember Frugoli
seconded, to appoint Gina Matthews and Becky Poulliot to service as
alternates, to become members upon expansion of the Cultural Affairs
Commission from 5 to 7 members.

NOES: COUNCILMEMBERS: None

Councilmember Boro then moved and Councilmember Thayer seconded, to
appoint James Boughey to serve as second alternate for future openings.

b. BOARD OF LIBRARY TRUSTEES - (Two Vacancies) - File 9-2-3
At meeting of April 3, 1989, City Council directed City Clerk to call
for applications due to expiration of two 4 -year terms on the Board
of Library Trustees, expiring the end of April, 1989. 5 applications
were received.

Those interviewed were: Frank L. Keegan, John Keven Donovan,
Jim Gilliland (incumbent), Mark Polhemus and Ivy Wellington (incumbent).
After discussion, Councilmember Breiner moved and Councilmember Thayer
seconded, to reappoint Jim Gilliland and Ivy Wellington to fill the
two 4 -year terms, ending April, 1993.
