ARCHITECTS' FINAL PRESENTATION ON THE CITY/COUNTY LIBRARY PROJECT - File 4-13-79

Mr. Bud Orinqdulph, of BOOR/A Architects, began by giving a slide presentation of
the significant architectural features of downtown San Rafael. The slide presentation
included both reflections of San Rafael and character references of projects that
project the "hoped for" attitude of a mixed use project in downtown San Rafael.
An urban analysis was presented and suggested, that spoke to the potential strengths
of the B/C2/3rd site as a new anchor broadening and reinforcing downtown San Rafael.
Additionally, Mr. Oringdulph explored 2nd and 3rd Streets as primary transportation
couplets and their importance "visually" to the site and to the City. They are
one of the major axis of the City. He also discussed the historic character of
"B" Street. The concept was explained as multi -use for the Block -tieing the Block
through retail and housing, and then separating the commercial from the Library
by a "street/plaza" which provides a quiet buffer, a pleasant view, and an additional
city park for the City. Mr. Oringdulph explained that the design of the Library
and the plan for the block had gone through several public meetings, as well as
at least three workshop sessions with the City Council. He also explained that,
at this point in the process, what the architects had developed was a concept design
and that certain architectural features such as the shape of the roof, the amount
of landscaping, the presence or absence of windows and their size, might change
at a later stage in the process. What the architects have developed to this point
is a concept and masterplan for the block. Mr. Oringdulph reported that the Design
Review Board had reviewed this concept design and had several concerns which he,
as the designer, would be responding to. Among the concerns were the C Street facade
of the Library, the fact that the Library seemed to be turning its back to C Street.
The Design Review Board had suggested landscaping the C Street side might help to
soften that facade of the building and make it more friendly to pedestrians. There
was also concern about the shape of the roof, as well as the traffic pattern related
to vehicular access to the building via C Street.
The project, Mr. Oringdulph explained, has been developed to an adequate "conceptual"
stage to allow submission for State funding. Effort to this point has been on plans
and relationships, rather than on roof forms and facades. He explained that the
intent of the presented idea was to suggest a conceptual design direction for review
and consideration. He additionally noted that at the point the project was funded,
there would be a design work session to more closely and personally examine the
issues to formulate design goals reflecting the interests and concerns of the City
and County.
After Mr. Oringdulph's presentation, Supervisor Roumiguiere recommended that the
Council and Oversight Panel accept this concept design as prepared by BOOR/A Architects
for purposes of submitting a Proposition 85 grant request. The Oversight Panel
agreed unanimously to accept this final concept design and to recommend it for City

Council approval and Board of Supervisors' approval for the purpose of submitting
a Proposition 85 grant request.
