WEST, SAN RAFAEL, THURSDAY, JANUARY 4, 1990, AT 7:00 PM. CITY COUNCIL Special Joint Meeting: Present: Lawrence E. Mulryan, Mayor San Rafael City Council/ Dorothy L. Breiner, Vice -Mayor San Rafael Board of Education/ Albert J. Boro, Councilmember Dixie School District Board of Trustees Michael J. Shippey, Councilmember Joan Thayer, Councilmember SAN RAFAEL BOARD OF EDUCATION DIXIE SCHOOL DISTRICT BOARD OF TRUSTEES Marlene Jones, President Florence Webb, President Kathy Ohm, Vice -President Gary Phillips, Vice -President David Capitolo, Trustee Mike Elgie, Trustee Harry Holland, Trustee Phillip Page, Trustee Gladys Gilliland, Truestt Judy Tipple, Trustee Also Present: Pamela J. Nicolai, City Manager; Dr. Nancy Dalton, Superintendent, San Rafael School District; Dr. Larry Lyon, Superintendent, Dixie School District Sharon McNamee, Recreation Director Student Board Member Elizabeth Hart, San Rafael High School Student Board Member David Tarica, Terra Linda High School SPECIAL JOINT MEETING: File 9-1 x 9-2-1 Mayor Mulryan opened the meeting, welcoming both School Boards and their representatives and thanking them for their interest in meeting jointly with the San Rafael City Council. 1. DEVELOPMENTS: HOUSING/INDUSTRIAL Discussion was held on this item. City Manager Nicolai mentioned Centertown, Marin Lagoon and Spinnaker as new housing that is being built. The proposed new library was discussed and Councilmember Thayer gave a report on the Library Oversight Panel's actions. There was a brief discussion on coordination of library services. San Rafael Superintendent Dr. Nancy Dalton briefly described corporation partnership programs that the San Rafael School District is involved in. 2. CHILD CARE UPDATE Discussion was held on child care. Councilmember Boro briefly reported on the San Rafael Child Care Task Force. A film entitled "Family In The Balance" was then shown. 3. COORDINATION OF SERVICES PROVIDED TO CHILDREN Dixie School Board President Florence Webb gave brief comment on the future need to coordinate services for children between schools and city and all agencies that provide services. She referred to a study that was published last year which summarized services available for children in California. There being no further business, the meeting was adjourned at 10:00 PM. PAMELA J.
