A Resolution of the San Rafael City Council amending the
2001/2002 Budget to appropriate $25,000 for consulting services
to prepare a conceptual Promenade plan for North San Rafael
WHEREAS, the City Council approved Resolution 10867 adopting the Fiscal Year
2001/2002 budget; and
WHEREAS, the City Council directed staff and members of the North San Rafael Vision
in Action (VIA) Committee to develop a conceptual project description for the proposed North
San Rafael Promenade and return to the Council subsequently for funding consideration; and
WHEREAS, the City Manager and appropriate City staff have met with representatives
of the VIA Committee to develop and agree upon a conceptual project route and
improvements as directed by to the City Council; and
WHEREAS, primary funding for the construction of the Promenade will come from
private developments, grants, community partnerships and ongoing infrastructure
maintenance and repair projects.
NOW, THEREFORE, BE IT RESOLVED, by the San Rafael City Council that
Resolution 10867 for fiscal year 2001/2002 is amended to appropriate $25,000 for consulting
services to prepare a conceptual Promenade plan for North San Rafael.

foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the
Council of said City on Tuesday, the 4th of September, 2001 by the following vote, to wit:

North San Rafael Promenade
Project Description
The North San Rafael Promenade will stretch from Scotty's and the Terra Linda Recreation
Center to the Marin Civic Center, with routes for biking and sidewalks for walking. There
will be destination points along the Promenade where neighbors can meet for recreation,
refreshments, or entertainment. The goal of the project is to make it easier and more attractive
to walk or bike along the length of the promenade route.
Unifying features along the promenade will include lighting along the walkway (for example,
solar -powered low-level lights), common crosswalk treatments (e.g., cobbled or striped), and
plaques along the route with historical or other information.
The North San Rafael Promenade project is a series of enhancements of existing physical
improvements, and is long-term in nature. The project will be phased in incrementally over
time, as sources of funding become available, with priorities set for the different phases.
Funding for the promenade will come from City funds, community partnerships, private
sector improvements, and grants.
The next step is to request Council funding for a conceptual plan using the following ideas as
a framework.
