RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ENDORSING THE Draft Compact for a Sustainable Bay Area (P01-4)
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, the City of San Rafael's economy, environmental resources, cultural amenities,
educational institutions and the diversity of the population make this region a unique and special place; and
WHEREAS, the entire Bay Area is undergoing rapid changes and facing serious challenges,
including traffic congestion, long commutes and overburdened transit systems, the lack of sufficient
housing and skyrocketing housing costs, loss of open space, declining neighborhoods, air and water
pollution and the increasingly inequitable distribution of the benefits of our thriving economy, that are
interrelated problems requiring integrated solutions; and
WHEREAS, sustaining the region's environment and economy in a way that ensures equity for all
residents, requires innovative thinking and a balanced, integrated, inclusive, collaborative approach; and
WHEREAS, the Bay Area Alliance for Sustainable Development is a multi -stakeholder coalition
established in 1997 to develop and implement a sustainability action plan for the Bay Area; and
WHEREAS, the Bay Area Alliance for Sustainable Development defines sustainable
development as the ability "...to meet the needs of the present without compromising the ability of future
generations to meet their own needs," integrating the "three Es" of sustainability: prosperous economy,
quality environment and social equity; and
WHEREAS, the overall goal of the Bay Area Alliance Draft Compact is to reach consensus
among a critical mass of stakeholder organizations and civic leaders regarding a new shared vision rooted
in common values about how the region can grow in a more sustainable manner;
NOW THEREFORE BE IT RESOLVED, that the City of San Rafael 1) joins the overall goal of
stakeholder organizations and civic leaders regarding a new shared local vision rooted in common values
about how the region can grow in a more sustainable manner, 2) endorses the building of a consensus for
the Bay Area Alliance Draft Compact for a Sustainable Bay Area that can become the foundation for
implementation actions by both the public and private sector at the local, regional, state and national levels,
and 3) expresses opposition to legislative efforts directed towards the sharing of tax revenues or other fiscal
reforms that would affect the City's ability to provide services or negatively impact the City's fiscal status.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of said
City held on Monday, the 15fl' day of October, 2001 by the following vote, to wit:
