Apartments)RESOLUTION NO. 10883 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL WAIVING PAYMENT OF FEES FOR AN ENVIRONMENTAL AND DESIGN REVIEW PERMIT (ED01-84) AND BUILDING PERMIT FOR BRIDGE HOUSING CORPORATION TO MAKE EXTERIOR IMPROVEMENTS TO AN EXISTING 26 -UNIT AFFORDABLE HOUSING DEVELOPMENT AT 162/172 BELVEDERE STREET (BELVEDERE PLACE APARTMENTS); APN'S 08-072-01 AND 08-072-02 WHEREAS, on June 28, 2001, Carol Galante on behalf of BRIDGE Housing Corporation, submitted a letter requesting a fee waiver in the amount of $3,400.00 for an environmental and design review permit and building permit; and WHEREAS, on July 17, 2001 BRIDGE Housing Corporation submitted an application for an environmental and design review permit to make exterior improvements to the existing 26 -unit multi- family residential development at 162/172 Belvedere Street; NOW, THEREFORE BE IT RESOLVED by the City Council of San Rafael that the requirement for payment of Planning Division application fees and Building Division permit fees is hereby waived, finding that the proposed waiver is consistent with the requirements of Resolution 10789 establishing policies for consideration of fee waivers in that: BRIDGE Housing Corporation is a non-profit organization providing services of benefit to the general public of San Rafael specifically: a) acquiring market rate properties; b) converting these to affordable housing; and c) rehabilitating the interiors and exteriors of substandard buildings. BRIDGE's efforts at 162/172 Belvedere Street are a benefit to both residents of the complex and San Rafael residents as a whole because the creation of affordable housing provides a needed social service and the interior and exterior improvements create safe and decent housing and generate a positive effect on surrounding properties; and • The waiver of $3,400 would not have a significant impact on General Fund revenues. BE IT FURTHER RESOLVED that any Planning and Building Division application and permit fees which have been paid to date for this permit shall be refunded to the applicant. I, JEANNE M. This request is being made pursuant to Resolution 10789 adopted by the City Council on March 5, 2001. BRIDGE Housing Corporation acquired this property for use as an affordable housing project. All of the 26 units at this property will remain affordable to very low and low income households for a minimum of fifty-five years pursuant to a Regulatory Agreement and Declaration of Restrictive Covenants with the San Rafael Redevelopment Agency recorded against the property. Belvedere Place is part of the Canal Housing Improvement Project instituted by the Redevelopment Agency. The funds for the property acquisition were provided by a variety of sources including: $ 750,000 San Rafael Redevelopment Agency $ 515,000 HOME Funds $ 160,000 Community Development Block Grant funds $1,000,000 Loan from the Marin Community Foundation $3,590,592 Multifamily Housing Revenue Bonds Thank you for your consideration of this request.
