RESOLUTION NO. 10838
RESOLUTION APPROVING GRANT OF $200,000 FROM HOUSING IN LIEU FUND
TO THE SAN RAFAEL REDEVELOPMENT AGENCY LOW AND MODERATE
INCOME HOUSING FUND FOR THE CANAL HOUSING IMPROVEMENT
PROGRAM TO ASSIST BRIDGE HOUSING IN THE PURCHASE OF 55 FAIRFAX
STREET. '
WHEREAS, on December 19, 1988 the City Council adopted Resolution 7883
establishing a Housing In Lieu Fee for developments within the City of San Rafael; and
WHEREAS, pursuant to Section 7 (a) (2) of Resolution 7883, the City's Housing In Lieu
Fee is to be utilized for; 1) the design and construction of housing affordable to households of
low and moderate income for a minimum of forty years and 2) for other actions which would
increase the supply of housing affordable to low and moderate income persons for a minimum of
forty years; and
WHEREAS, the City Council desires to grant a portion of the City's Housing In Lieu
fees to the San Rafael Redevelopment Agency so as to assist BRIDGE Housing to acquire the
property at 55 Fairfax Street under the San Rafael Redevelopment Agency's Canal Housing
Improvement Program; and
WHEREAS, the acquisition of 55 Fairfax Street by BRIDGE Housing will provide 40
units of rental housing affordable to low and moderate income persons for a minimum of forty
years as required by the City's Housing In Lieu Fee Resolution 7883 (7 (a) (2)); and
WHEREAS, the San Rafael Redevelopment Agency has approved an expenditure of
$1.0 Million Dollars towards a total of a $1.2 Million Dollar loan agreement that will be
executed by the Agency with BRIDGE Housing for the acquisition of 55 Fairfax Street; and
WHEREAS, the City desires to grant to the Redevelopment Agency $200,000 of City
Housing In Lieu fees to assist the San Rafael Redevelopment Agency and BRIDGE Housing in
the acquisition of 55 Fairfax Street for housing affordable to low and moderate income persons.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council approves
the grant of $200,000 from the City's Housing In Lieu Fee Fund to the San Rafael
Redevelopment Agency's Low and Moderate Income Housing Fund for the acquisition of 55
Fairfax by BRIDGE Housing; and
BE IT FURTHER RESOLVED, that the City Council of the City of San Rafael hereby
authorizes the Economic Development Director to undertake all actions necessary to implement
this Resolution.
