The City Council finds that the grounds specified in the appeal from the denial of the original sign program are lacking in merit for the reasons set forth in the Staff Report, and specifically finds that the original sign program as proposed by the applicant is not in harmony with the materials, color, architecture and design features of the building. 2. The San Rafael City Council finds that the modified sign program is in harmony with the materials, color, architecture and design features of the building, and that the signs have been designed in scale with the building 3. The applicant's modified Sign Program was reviewed and recommended for approval by the Design Review Board with the provision that the wall sign contain individual externally illuminated letters and that the monument sign contain a color band on the top similar to the base color. The Council has considered the modification to the original submittal and finds the sign program as modified is in harmony with the Design Review Board's recommendations for a Sign Program and is consistent with the architecture of the building.
