HomeMy WebLinkAboutCC Resolution 10569 (Geotechnical Oversight)RESOLUTION NO. 10569 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE EXECUTION OF AN AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF SAN RAFAEL AND HARDING LAWSON AND ASSOCIATES TO CONDUCT CONSTRUCTION HEALTH AND SAFETY AND GEOTECHNICAL OVERSIGHT FOR THE SECOND STREET WIDENING AND LINDARO RULE 20A UNDERGROUND DISTRICT THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: The CITY MANAGER and the CITY CLERK are hereby authorized to execute, on behalf of the City of San Rafael, an Amendment to the Agreement between the City of San Rafael and Harding Lawson and Associates to conduct construction health and safety and geotechnical oversight for the Second Street Widening and Lindaro Rule 20A Underground District. A copy of the amendment to the Agreement is attached hereto and by this reference made a part hereof. The form of the Agreement shall be subject to the approval of the City Attorney. I, JEANNE M. LEON �City rk AMENDMENT TO AGREEMENT FOR PROFESSIONAL SERVICES TO CONDUCT CONSTRUCTION HEALTH AND SAFETY AND GEOTECHNICAL OVERSIGHT FOR THE SECOND STREET WIDENING AND LINDARO STREET UNDERGROUND UTILITY DISTRICT PROJECT This Amendment to the original Agreement is made and entered into this 18`hday of January 2000, by and between the CITY OF SAN RAFAEL and Harding Lawson Associates. This Amendment covers increasing the original contract budget amount of $182,000 by approximately $13,000 to cover added oversight and project management. All the additional work will be in accordance with the attached proposal dated December 6, 1999 and attached herein as "Attachment A". Lieberman 6 -AL - Date: AL Date: December 6, 1999 Subject: Additional Services, Second Street Widening and Lindaro Street Underground Utility District Project San Rafael, California Project Number: 47474 3.3 This memorandum presents a summary of additional services performed by Harding Lawson Associates (HLA) for the Second Street Widening and Lindaro Street Underground Utility District Project, San Rafael, California. On the basis of HLAs proposal dated -April 6, 1999, project costs were based on providing oversite services over an approximate three month period between June 1 and September 1, 1999. HLA's environmental oversite services for the prcject began on July 12., 1999 and were completed on November 12, 1999. However, per the request of Bob Scarbough, City -)inspector, services for geotechnical testing and oversite are still required: HLA provided approximately 4 months of environmental oversite which is one month more than the amount outlined in the April 6 proposal. Additionally, HLA also provided seven days of double shift oversite due to the requirements of the -- contractor at the site. The additional services provided are labor and equipment charges that t are beyond the three months of services that were outlined in our proposal. At this time, HLA has exceeded the labor charges estimated for the oversite portion -of the project by $20,000 and are at budget for the equipment costs. We are also over budget for -the project management - portion of the job by approximately $1,000 because of the additional month of field oversite and project management time associated with the oversite. We are underbudget approximately $10,000 for laboratory costs because HLA has not had to collect as many personal samples as scoped because of low or non detect results. Based on discussions with Hams and Associates and the City, Gillotti should be completed with road widening activities by the end of the year and at that time HLA will no longer need to provide J geotechnical field oversite and testing services. Based on this end date, HLA requests that the City authorize an additional $13,000 to cover the added oversite and project management charges required because of the additional month of work at the City. HLA request that funds be authorized the as part of HLA's existing contract with the City.
