RESOLUTION PROCLAIMING CITY OF SAN RAFAEL SUPPORT OF MARIN
MUNICIPAL WATER DISTRICT DEVELOPMENT OF THE PHASE 111 PIPELINE TO
SONOMA IN THE IMMEDIATE FUTURE
WHEREAS, Measure V was approved by the voters in November of 1992, as
well as within the City of San Rafael limits; and
WHEREAS, the three -pronged approach of conservation, recycling and supply
set forth in Measure V has been aggressively pursued by MMWD; and
WHEREAS, Measure V includes the commitment to plan ahead and approach
the issue of adequate water supply with forethought and advanced planning, and
WHEREAS, the MMWD staff statistics indicate significant disparity between the
ability to produce the required potable water for MMWD use and the demand for that
water in the coming decade; and
WHEREAS, the alternative of developing additional recyclable water costs twice
as much and takes five times as long as constructing the Phase 111 pipeline to Sonoma;
and
WHEREAS, the cost of constructing the proposed pipeline will only increase over
time — especially during crisis conditions, and
WHEREAS, water rationing and hook-up moratoriums cause economic hardship
and impair the quality of life in Marin during drought conditions; and
WHEREAS, a key responsibility of a City Council is to protect its residents'
quality of life, and the construction of this pipeline will achieve that goal with respect to
water supply,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Rafael does hereby support the MMWD development of the Phase 111 pipeline to
Sonoma in the immediate future.
