HomeMy WebLinkAboutCC Resolution 10671 (Financial Advisory Board Dissolution)RESOLUTION NO. 10671 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESCINDING RESOLUTION NO. 10322 AND DISSOLVING THE STRATEGIC AND FINANCIAL ADVISORY BOARD (FORMERLY BUDGET OVERSIGHT COMMITTEE) WHEREAS: The City Council formerly established the Budget Oversight Committee on April 6, 1994, and WHEREAS: The Budget Oversight Committee fulfilled its initial purposes of reviewing City operations from the perspective of the private sector and evaluating the cost effectiveness and efficiency of the various programs provided by San Rafael, and WHEREAS: Based upon changes in direction related to the planning, execution and delivery of City services from 1994 through 1998 the Budget Oversight Committee redefined its responsibilities to identify strategic issues facing the City and the financial challenges posed by these issues, and WHEREAS: The Budget Oversight Committee was renamed the Strategic and Financial Advisory Board on October 19th, 1998; and WHEREAS: The Strategic and Financial Advisory Board reports that sufficient progress has been made on the initial Committee and subsequent Board objectives and that the remaining challenges are being met effectively by City management, and by other boards, committees, and commissions operating elsewhere in City government. flaRPHRIA0 \a bA1 NOW THEREFORE BE IT RESOLVED that the City Council of San Rafael hereby recommends that the Strategic and Financial Advisory Board be formally dissolved pursuant to the Board members letter attached as Exhibit "A". Boro, Mayor City of San Rafael 1400 Fifth Street San Rafael, CA 94901 Mr. Mayor and members of the City Council: This letter is a proposal to the City Council that the affairs of the Strategic and Financial Advisory Board be brought to a close. The Board, formerly known as the Budget Oversight Committee, was established by the Council in 1993 to aid City leaders in meeting the financial, technical, and administrative challenges then confronting the City of San Rafael. We are pleased to report that sufficient progress has been made and that the remaining challenges are being met effectively by City management and by other boards, committees, and commissions operating elsewhere in City government. It is therefore recommended that the Board's activities cease at the adjournment of it's July 2000 meeting. We are proud of the Board's accomplishments during the past seven -plus years. The following highlights characterize the scope and magnitude of these achievements: • Revision of the City's Information Technology strategy • Review and evaluation of the Hughes — Heiss Report • Prioritization of the City's unfunded capital needs . • The Business Cost Study and subsequent service fee revisions • Redesign of the City's budget process • Recommendation to establish a permanent Volunteer Coordinator role in San Rafael These and many smaller contributions give each of us a sense of satisfaction at having been part of the Board's success and the City's progress. We wish to thank the many City staff members who have contributed their time and knowledge to help make our efforts successful. We are also grateful for the continuous support of both Rod Gould and Ken Nordhoff without which we could not have been as effective. Ken's efforts are particularly praise -worthy because of his close work with and unstinting support of the Board. Lastly, we would like to thank San Rafael firefighter, Bob Parr, whom we regard as an ex -officio member of the Board because of his diligent attendance and personal insights. Each of us is grateful for the opportunity to serve the City of San Rafael and stands ready to resume service if the Council desires to call on us in the future. Please accept our thanks for your extension of trust and support in all of the endeavors of the Strategic and Financial Advisory Board.
