RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF
CLETEP FUNDS IN THE AMOUNT OF $65,000 FOR THE PURCHASE OF
EIGHT VEHICLE -MOUNTED COMPUTERS AND A TRAK SYSTEM (FOR
POLICE DEPARTMENT)
Whereas, the California Law Enforcement Technology Equipment Purchase
Program (CLETEP) allocated $65,000 to the City of San Rafael; and,
Whereas, CLETEP mandated this money be spent on Law Enforcement
Technology and,
Whereas, the City's Technology Strategic Plan includes the implementation of a
new Computer Aided Dispatch/Records Management System; and,
Whereas, the acquisition of vehicle -mounted computer hardware is an integral
part of the new Computer Aided Dispatch/Records Management System Project;
and,
Whereas, the City Council finds that the purchase of eight vehicle -mounted
computers through the County of Marin Purchase Agreement with Palomar
Display Products, Inc. satisfies the cooperative purchasing requirements of San
Rafael Municipal Code Section 2.55.260; and
Whereas, the Police Department requires an additional TRAK System
compatible with the existing TRAK System; and,
Whereas, the TRAK System is only available from SocialTech, Inc.; and,
Whereas, the City Council finds it is appropriate to waive public bidding pursuant
to Section 2.55.070D of the San Rafael Municipal Code, and to authorize a sole -
source purchase from SocialTech, Inc., since a compatible TRAK system is only
available from that source;
Whereas, CLETEP requires a spending plan for final approval of fund use;
NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use
of the $65,000 in California Law Enforcement Technology Equipment Purchase
Program funds to (1) purchase by City purchase order or contract executed by
the City Manager, in a form approved by the City Attorney, one TRAK system
from SocialTech, Inc. in an amount not to exceed $6,700 plus any applicable
taxes, and (2) purchase by contract executed by the City Manager, in a form

approved by the City Attorney, eight vehicle -mounted computers through the
County of Marin Purchase Agreement with Palomar Display Products,lnc. in an
amount not to exceed $58,100 plus any applicable taxes.
I, Jeanne Leoncini, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted
at a regular meeting of the San Rafael City Council meeting held on
the second day of October, 2000 by the following vote, to wit:
