Joel Fay has been amember ofthe San Rafael Police Department since
November 30, 1987 and assigned to Patrol; and
Joel assists and trains other members ofthe Police Department. As
peer counselor, he meets with the families ofofficers toexplain the rigors Police families
have to endure. He has developed a protocol for critical incident debriefing and support
for employees who have been involved intraumatic incidents; and
Joel has worked onhis doctorate degree in psychology and, upon
obtaining the degree, did not leave for other employment, but chose instead, to use his
training and skills to create a Police Mental Health outreach liaison program; and
the City Council has set opriority ofimplementing the Community
Oriented Public Safety Program, Officer Fay has taken a lead inmaking the Police
Department the most important component in coordinating City and County wide efforts
Uuassist people who have not been able bohelp themselves; and,
by creating this program, Joel has placed the City ofSan Rafael inthe
forefront oflaw enforcement response bopeople with special needs.
IN= THEIREFURE IBE IT that the Mayor and City Council hereby
designate JOEL FAY as Employee of the Quarter for the period ending September 30,
2000 and express sincere appreciation to Joel for his dedication and outstanding service
tothe City ofSan Rafael.
