HomeMy WebLinkAboutCC Resolution 10372 (Design Awards Program)RESOLUTION No. 10372 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL ESTABLISHING A DESIGN AWARDS PROGRAM TO RECOGNIZE OUTSTANDING ARCHITECTURAL DESIGN WHEREAS, the City of San Rafael's Program Budget for the fiscal year of 1998/1999 includes a Community Development Department objective to implement a design awards program to recognize projects with exceptional architectural design; and, WHEREAS, the San Rafael Design Review Board reviewed and considered the proposed design awards program at their July 7, 1998 meeting and recommended that the Planning Commission and the City Council implement the program; and, WHEREAS, the San Rafael Planning Commission considered the proposed Design Awards Program on February 9, 1999 at a regularly scheduled meeting, accepting public testimony and the written report of the Community Development Department, and recommended to the City Council approval of the program; and, WHEREAS, the City Council considered the proposed Design Awards Program on March 1, 1999; NOW, THEREFORE, BE IT RESOLVED, by the City Council of San Rafael that a Design Awards Program is hereby established with the following guidelines: 1. Nominations for the Design Awards shall be advertised in a local newspaper. 2. A nomination form shall be completed for all nominations, and it shall include the reasons for the nomination. 3. Anyone can nominate a project. 4. The initial design awards shall be for buildings completed (including landscaping) in 1993 to the present. Subsequent design awards shall be for buildings completed since 1999. 5. Design Awards shall occur on an annual basis unless there is not an adequate number of qualified projects, as determined by the Community Development Director. 6. The jury shall consist of one appointed member of each of the following: the City Council, Planning Commission, Design Review Board, Chamber of Commerce, Federation of San Rafael Neighborhoods, North San Rafael Coalition, and Marin Chapter of the American ORIGINAL Institute of Architects. If one member of each of the above represented groups is not chosen, a Design Review Board representative shall fill the vacancy. 7. Project categories shall be determined by the jury based on the number and variety of the nominated projects. 8. It is possible for a category to have more than one award winner and a merit award. 9. The criteria for an award shall be excellence in design. 10. Award winners shall be acknowledged by the City Council at an awards ceremony. I, JEANNE M.
