RESOLUTION NO. 10482
CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF APPRECIATION
HAROLD E. PENNINGTON
WHEREAS, Harold E. Pennington was appointed Police Officer on
December 4, 1967, and rose to the rank of Captain while serving the citizens of San
Rafael with professionalism, integrity and uncommon dedication for over thirty-one
years; and
WHEREAS, Harold E. Pennington gave unselfishly of himself
throughout his career, sharing his knowledge and experience with fellow officers and
lending support to many causes and organizations including youth activities and
service on the San Rafael Police Association Board; and
WHEREAS, Harold E. Pennington worked tirelessly to professionalize
the department and in particular, the investigative unit of the San Rafael Police
Department, participating in a number of significant cases and establishing new
practices and procedures that continue to enhance the unit's performance and
reputation; and
WHEREAS, Harold E. Pennington demonstrated exceptional insight into
the processes of automation and the potential benefits for law enforcement,
establishing himself as respected expert in the area and significantly enhancing the
capabilities and reputation of the police department; and
WHEREAS, on June 29, 1999, Harold E. Pennington retired to enjoy the
fruits of his thirty-one years of public service.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Council of the
City of San Rafael hereby express sincere appreciation and gratitude to Harold E.
Pennington for his more than thirty one years of outstanding service performed from
December 1, 1967 to June 29, 1999.
