RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
CONFIRMING THE EXISTENCE OF A LOCAL EMERGENCY
IN THE MATTER OF YEAR 2000 (Y2K) RISKS
DECEMBER 31,1999/JANUARY 1, 2000
WHEREAS, Ordinance No. 1085 of the City of San Rafael empowers the City
Council to declare the existence of a local emergency when said city is affected or likely to be
affected by a public calamity; and
WHEREAS, said City Council has been requested by the City Manager of said city to
declare the existence of a local emergency therein; and
WHEREAS, said City Council does hereby find:
That conditions of extreme peril to the safety of persons
and property have arisen within said city caused by Year
2000 (Y2K) Risks December, 1999/January, 2000
commencing on or about 4 p.m. on the 130' day of
September, 1999; and
That the aforesaid conditions of extreme peril warrant and
necessitate the proclamation of the existence of a local
emergency;
NOW, THEREFORE, IT IS HEREBY DECLARED that a local emergency now
exists throughout said city; and
IT IS FURTHER DECLARED that a local emergency now exists throughout said city
as prescribed by state law, by ordinances and resolutions of this city, and by the City of San
Rafael Emergency Operations Plan.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, California, hereby certify
that the foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the Council of said city held on the 20th day of September, 1999, by the following vote, to wit:

PROCLAMATION OF EXISTENCE OF LOCAL EMERGENCY BY
THE CITY OF SAN RAFAEL
In the Matter of Year 2000 (Y2K) Risks December 31, 1999/January 1, 2000 Proclaiming the
Existence of a Local Emergency
WHEREAS, Section 7.12.020 of Chapter 7.12 of Ordinance 1085 of the City of San Rafael
empowers the Director of Emergency Services to proclaim the existence of a local emergency
when said City is affected or likely to be affected by a public calamity; and
WHEREAS, said Director does hereby find that conditions of extreme peril to the safety of
persons and property may arise within said City caused by a potential civil disorder and
equipment failure due to events occurring during this period; and, that the aforesaid conditions
of extreme peril warrant and necessitate the proclamation of the existence of a local
emergency;
NOW, THEREFORE, IT IS HEREBY PROCLAIMED that a local emergency shall exist
throughout said City; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency the powers, functions and duties of the Director and the Emergency Organization
of this City shall be those prescribed by State law and the ordinances, resolutions and
approved plans of the City of San Rafael in order to mitigate the effects of said local
emergency; and
IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed
to continue to exist until its termination is proclaimed by the San Rafael City Council.
