A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SAN RAFAEL, SETTING THE FEE
SCHEDULE FOR THE POLICE ROTATION TOW
ORDINANCE.
WHEREAS, the City Council of the City of San Rafael amended Title 10 of the San Rafael
Municipal Code by adding a new Chapter 10.85 entitled "Police Rotation Towing
Services" effective the seventh day of March, 1994; and
WHEREAS, pursuant to Title 10, Chapter 10.85, Section 10.85.110, the City Council is authorized to
set the fee rates to be charged for law enforcement and police rotation towing services;
and
WHEREAS, such operators provide a valuable service to the City of San Rafael Police Department.
NOW, THEREFORE, BE IT RESOLVED,
Effective September 22, 1998, the City Council hereby adopts the attached Law Enforcement
and Police Rotation Towing Services Fee Schedule, marked exhibit A.
It is hereby understood that the fees were established by considering existing towing rates in the
City of San Rafael and the current rates allowed by the California Highway Patrol and that no charges,
other than those authorized in this Fee Schedule, may be levied for a law enforcement or police rotation
tow.
It is also understood that the Police Department will provide a yearly report to the City Council in
the beginning of each fiscal year reviewing the current rate structure and making suggestions for Fee
Schedule adjustments.

resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of said
city held on Monday the twenty-first day of September, 1998, by the following vote, to wit:

POLICE LAW ENFORCEMENT AND ROTATION TOWING SERVICES
FEE SCHEDULE
(Effective September 22, 1998)
Pursuant to the San Rafael Municipal Code Title 10, Chapter 10.85, the City Council of San Rafael has
set the fees that may be levied for San Rafael Police Law Enforcement and Rotation Towing Services.
Only charges listed below may be levied for a Law Enforcement or Police Rotation Tow.
A Copy of this Fee Schedule must be prominently posted at each location where San Rafael Police tows
are released to the owner.
Every towed vehicle owner is entitled to an itemized list of all charges levied by the tow operator at the
time of release.
VEHICLE TOWS
The minimum charge for a tow will be one hour. Additional time will be
charged in 15 minute increments based on the applicable hourly rate.
Class A - Light Vehicles
(for towing of vehicles up to, and including, vehicles
of 3/4 ton capacity)
Class B - Medium Vehicles
(for towing of vehicles over 3/4 ton capacity)
Class C - Heavy Vehicles
(for towing large capacity trucks and buses)
ADDITIONAL OPERATOR
An additional operator needed to complete a tow will be billed
at the noted hourly rate. The additional operator will be charged
at a minimum of one-half hour and additional time will be charged
in 15 minute increments.

HAZARDOUS MATERIAL DEBRIS PICKUP
Some debris left at a tow scene as a result of a vehicle collision $ 10.00 per incident
may be deemed hazardous material. Pickup, transportation and
disposal costs of hazardous material left at the scene will be
charged accordingly.

VEHICLE STORAGE
Towed vehicle storage fees will be charged beginning after 6 hours
have elapsed from the time the vehicle arrived at the storage facility.
Outside storage, Class A vehicles
Inside storage, Class A vehicles
All storage, Class B vehicles
All storage, Class C vehicles
VEHICLE RELEASES
Cash and valid credit cards must be accepted as payment for a
vehicle release.
Monday through Friday, 9:00 AM to 8:00 PM
All other times, when an employee is present at the facility
All other times, when an employee must respond
Drop charge
Drop charges may be charged when a vehicle has been
adequately hooked up to a tow truck and the wheels
raised off the ground in anticipation of movement. This
covers the expense of responding to the tow request and
the time spent hooking up.

These fees were set during September 1998 and are reviewed yearly by the Police Department and the
City Council.
