RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ESTABLISHING STANDARDS FOR BANNERS DOWNTOWN
WHEREAS, San Rafael Municipal Code Section 14.19.030B.3 permits certain
banners to be installed over public streets subject to standards and fees set by resolution
of the City Council; and
WHEREAS, the City, through the Redevelopment Agency, has purchased and
installed banner support poles and banner brackets on it s light poles, all located in the
Downtown; and
WHEREAS, the City Council desires to have a banner program to announce
community celebrations and events.
NOW, THEREFORE the City Council of the City of San Rafael resolves that
standards and fees be established for banners in the Downtown as follows:
1. Horizontal banners crossing Fourth Street may be placed on the established
banner poles located at Fourth and Tamalpais and Fourth and Second Streets.
Vertical banners may be placed on street lights on Fourth Street which have
built in banner supports. No other banners are allowed, including those
attached to the signal mast arms at intersections. Banners may be installed on
these facilities only by the City of San Rafael or by City designated
representatives.
2. Downtown banners may be used by the City of San Rafael; the Downtown
Business Improvement District; and non profit organizations, civic groups,
service clubs, charitable organizations, educational institutions, neighborhood
organizations based in San Rafael, to announce public events, festivals,
parades and the like occurring in San Rafael. Preference is to be given to
events, festivals, and parades occurring in the Downtown. Decorative and
seasonal banners may be installed.
3. Banners may be installed for a period of up to three weeks prior to an event.
4. Uniform construction standards will be established by staff to insure that
banners are easy to install and do not become hazards.
5. Guidelines will be established by staff for the management of the banner
program, including a program manager, application forms and system for pick
up and delivery of banners. Such program may be adjusted by City staff as
required.
6. Fees for the banner program will be established by the City Council in the
Master Fee Schedule.
The foregoing resolution was duly and regularly introduced and adopted at a
regular meeting of the San Rafael City Council held on the 19th day of OCTOBER ,
1998, by the following vote:

NOTES
Metal Gromets -112" Size hole. Gromet5 in each corner of banner.
On top of banner, a 112" Size metal gromet every 2 feet. (I G gromet holes across
top spaced every 2 feet, and 2 gromet holes on bottom corners.)
A banner shall be 30 feet in length and 3G inche5 in width, with reinforced corners.
I G feet of 1/4" nylon cord must be attached to each
of the four corners, of the banner.
The banner must be made of a sturdy material with holes cut in it for the wind to
flow through. Reinforce banner in all 4 corners with gussets. Cut outs for wind -
7 inch flaps placed every 4 feet.
All banners must be ready to hang with all ropes. Clips will be attached by the city.
A banner not properly prepared will not be hung until corrected by the applicant.
Banner text, materials and colors shall be reviewed by the City before installation.
