CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF APPRECIATION
TO
GERALD de KERCHOVE
WHEREAS, early in 1994 the San Rafael City Council formed the Budget
Oversight Committee, charging it with reviewing existing city operations and the
cost effectiveness of various city programs; and
WHEREAS, Gerald De Kerchove has served on that committee for four
years; and
WHEREAS, during the time of his tenure on this committee, the BOC
stimulated, directed and supported deployment of a new information technology
strategy that lowered costs and improved information services for the City, and
WHEREAS, the BOC also recommended changes to the annual budget,
making it easier to understand and administer, and leading to a simplified budget
process; and
WHEREAS, the committee guided the development of a five-year
financial forecast for the City, improving its planning capabilities; and
WHEREAS, the BOC prompted the conduct of a business cost study,
which resulted in restructuring of service fees, thus providing a foundation for
more effective cost management.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of San Rafael, on behalf of all of its residents, hereby expresses its appreciation
for Gerald de Kerchove's generous donation of both his time and energy during
his service/orl the Budget Oversight Committee.
