CITY OF SAN RAFAEL
PRESENTS THIS
TION OF APPRECIATION
TO
SCOTT KAPLAN
WHEREAS, the City Council formed the Citizens Advisory Group for Caltrans in
response to frustration voiced by the Community regarding a proposed
HOV Gap Closure Project; and
WHEREAS, the Council's charge to this Group was to monitor the process utilized by
Caltrans to assure maximum public involvement; and
WHEREAS, the Group was instrumental in securing Caltrans' participation in public
outreach by convincing Caltrans to prepare and distribute informational
newsletters to over 3,000 interested parties; and
WHEREAS, these dedicated individuals also convinced Caltrans to hold additional,
non-traditional, public information meetings to insure that those affected
by the project were fully informed.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City
of San Rafael hereby express their sincere gratitude and appreciation and acknowledges
the sincere dedication of Scott Kaplan who spent many hours reading countless pages
and, ultimately, insuring that the final project incorporated changes that represented the
combined input from the community and this Group.
