A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
OPPOSING REDUCTION OR ELIMINATION OF
VEHICLE LICENSE FEES
WHEREAS, Vehicle License Fee revenues are allocated to local governments
according to a decision made by the people of California, who passed Proposition 47 in
1986; and
WHEREAS, these fees are one of the three most important sources of revenue
to local government, along with sales tax and property tax revenues, and account for up
to a third of some cities' budgets; and
WHEREAS, the loss of these fees would further jeopardize the provision of basic
services, includina police and fire protection, at the local level; and
WHEREAS, the loss of revenues earmarked for local government will do nothing
to improve the efficiency of State government, since the burden of cuts would fall solely
on local governments; and
WHEREAS, offers to replace the loss of vehicle fees earmarked for local
government with funds from the other sources would increase the vulnerability of local
government finances, as the new revenues would be subject to annual state takeaways.
NOW, THEREFORE, BE IT RESOLVED that the City of San Rafael strongly
opposes any attempt to reduce or eliminate vehicle license fees as further state
government interference with local government's revenue base.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the
foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the City Council of said City held on Monday, the eighteenth day of May, 1998, by the
following vote, to wit:
