HomeMy WebLinkAboutCC Resolution 9925 (Dominican College Master Plan)RESOLUTION NO. 9925 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING A CONTRACT AMENDMENT WITH NICHOLS • BERMAN FOR PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT FOR THE DOMINICAN COLLEGE MASTER PLAN. The City Council of the City of San Rafael finds and determines that: WHEREAS, the California Environmental Quality Act requires environmental review of the proposed Dominican College Master Plan project; and WHEREAS, the City and the consultant, Nichols • Berman entered into an agreement on September 16, 1996 for the preparation of an Environmental Impact Report (EIR) for the proposed project; and WHEREAS, the College has revised the project and the Consultant in consultation with Planning Department Staff has determined that a revised scope of work is necessary to proceed with the EIR; and WHEREAS, the Consultant has prepared a summary of cost breakdowns in the amount of $82,328.00 to cover costs associated with the analysis of the revised project; and WHEREAS, the proposal has been reviewed and recommended for approval by City Staff NOW, THEREFORE, BE IT RESOLVED that the City Council accepts the proposal from Nichols * Berman for the preparation of the revised scope of work. BE IT FURTHER RESOLVED that the City Manager is authorized to execute, on behalf of the City of San Rafael, a Professional Services Agreement Amendment with Nichols • Berman for said project, a copy of which is attached hereto, marked Exhibit "A", and incorporated herein by reference. LEONCENTI, City Clerk Exhibit "A" SECOND AMENDMENT PROFESSIONAL SERVICES AGREEMENT This agreement is made and entered into this 6th day of October, 1997, between the City of San Rafael, a Municipal Corporation (hereinafter referred to as "CITY") and Nichols • Berman Environmental Planning (hereinafter referred to as "CONSULTANT"). A. RECITALS: (i) WHEREAS, CITY and CONSULTANT entered into a Professional Services Agreement dated September 16,1996, for preparation of an Environmental Impact Report (EIR) for the Dominican College Master Plan ("Project"); and (ii) WHEREAS, on December 2,1997, the CITY amended said Professional Services Agreement to include additional services. (iii) WHEREAS, City desires an additional amendment to said Professional services agreement to include additional services because of revisions to the project. NOW, THEREFORE, it is agreed by and between CITY and CONSULTANT as follows: B. AGREEMENT 1. CONSULTANT shall perform additional services necessary to revise the EIR. Budget for said revisions totals $82,328.00 of which $9,757.52 is remaining in the present contract and $72,570.48 is an additional contract amendment amount. Said services shall include analysis of revisions to the project as outlined in the City Council Staff Report dated October 6, 1997. 2. In consideration of CONSULTANT'S agreement to perform said additional services, CITY agrees to pay and CONSULTANT agrees to accept as full payment for the completion of the EIR, a total sum of $82,328.00 payable as follows: (a) Twenty percent (20%) of "Revised Agreement" value, ($16,465.60) within fifteen (15) days of the execution of Agreement by CITY and CONSULTANT. CC PV (b) Forty percent (40%) of "Revised Agreement" value ($32,931.20) within fifteen (15) days of delivery of an administrative draft EIR to CITY by CONSULTANT. (c) Twenty percent (20%) of "Revised Agreement" value ($16,465.60) within (15) days of Planning Department approval of the Draft EIR. (d) Ten percent (10%) of "Revised Agreement" value ($8,232.80) upon delivery of the Administrative Final EIR to CITY by CONSULTANT. The cost to prepare the Final EIR is based upon the understanding that the Final EIR shall not be required to include evaluation or gathering of technical information not included in the Draft EIR and the preparation of the Final EIR will require a maximum of 254 hours of CONSULTANT'S time. If the maximum is exceeded, additional payments will be provided as set forth in Section 2, (e), below. (e) Ten percent (10%) of "Revised Agreement" value ($8,232.80) within fifteen (15) days of both the 1) completion of CONSULTANT services; 2) Certification of Final EIR by City, provided, however, that CITY shall not unreasonably withhold certification of Final EIR if the same has been prepared in accordance with the provisions of this agreement. (f) Additional Services: Payment for additional services requested, in writing, by CITY, and not included in CONSULTANT'S proposal as set forth in said Exhibit "A" hereof, shall be paid on a reimbursement basis in accordance with the fee schedule set forth in said Exhibit "A". Charges for additional services shall be invoiced on a monthly basis and shall be paid by CITY within (30 days) after said invoices are received by CITY. IN WITNESS WHEREOF, the parties hereto have executed this Agreement as of the day and year first set forth above: CONSULTANT - Nichols•Berman 1 ATTEST: ?a City Clerk CITY City Manager , APPROVED AS TO FORM Att meyfont ity of San Rafael NICHOLS • BERMAN SCOPE OF WORK TO PREPARE REVISED DOMINICAN COLLEGE CAMPUS PLAN EIR REVISED SEPTEMBER, 1997 WORK PROGRAM AND SCOPE OF WORK Our work program for the Dominican College Campus Development Plan EIR lists the tasks we will perform on each topical analysis, presented in the format of the March 1997 Draft EIR. The work program identifies the general approach to each evaluation. This approach will involve: • Independently reviewing reports prepared by the project applicant's consultants, focusing on those changes to the previous project description. • Revising the previously prepared impact sections to reflect the revised Campus Development Plan. • Reevaluating measures previously recommended to mitigate any significant adverse impacts expected to result from implementation of the Campus Development Plan. We will prepare the EIR according to the legal requirements of the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the City of San Rafael environmental review guidelines. 1.0 INTRODUCTION In this chapter we will: • Revise section 1.2 Information Used to Prepare the EIR and update section 1.6 Report Organization. 2.0 SUMMARY OF PRINCIPAL FINDINGS Most of this chapter will be revised based upon the changes made in other areas of the EIR. 3.0 DESCRIPTION OF THE PROPOSED PROJECT In this chapter we will revise section 3.2 Project Description based on the College's revised Campus Development Plan applications. This will include revisions to both text and exhibits. Also, we will add a section describing the previous proposed project and the revisions that are included in the revised proposed project. We also will revise section 3.4 Administrative Actions, as needed. Nicho Lerman Scope of Work to Prepare Revised Dominic ollege Campus Development Plan EIR Revised September 26, 1997 4.1 GEOLOGYAND SOILS Only minor changes will be needed for this section. We will revise Impact 4.1-1 (Creek Bank Instability) to take into account revised building locations and revise cut and fill figures in Impact 4.1- 2 (Grading and Earthwork). 4.2 HYDROLOGY AND DRAINAGE In this section we will: Adjust hydrologic (peak flow) computations for the project based on the revised Campus Development Plan. Revise the section to reflect revised project and include a more detailed assessment of the hydraulic performance of the Olive Avenues culvert on Sisters Creek, as well as an assessment of the localized flooding along Palm Avenue.1 4.3 BIOLOGICAL RESOURCES In preparing this revised section of particular concern is the relocation of the Recreation Center, additional detailed information on landscape improvements, and tree removal necessary to accommodate screening of the relocated Science and Technology Building along Palm Avenue. In preparing this section we will: Conduct an updated field reconnaissance of the project site, reviewing tree trunk locations and the affect of adjustments to proposed improvements. Tile reconnaissance will be limited to a half- day field effort, and no detailed field surveys are proposed as part of this scope. Revise Impact 4.3-1 (Tree Removal and Landscaping Impacts) based on changes to the locations of buildings and parking locations. As discussed above, this will include a field reconnaissance to confirm adjustments to tree removal in the vicinity of the Recreation Center and additional tree removal associated with screening of the relocated Science and Technology Building site and other improvements along Palm Avenue. The discussion of landscape improvements will also be revised to reflect revised or additional landscaping. Revise Impact 4.3-3 (Disturbance to Creek Channels and Wetlands) as necessary depending on location of Recreation Center next to Black Canyon Creek and details regarding pedestrian bridge available in Plan and textfor Upgrade of Angelico Enhance. t Linda Jenkins, MD. MPA submitted a letter to the City of San Rafael, (dated April 20, 1997) regarding the adequacy of the March 1997 Draft EIR. Ms. Jenkins' letter raised a question regarding the adequacy of the Palm Avenue drainage system. The revised Draft EIR will address this issue as well as other issues raised by Ms. Jenkins, albeit at a reduced level of detail than she has requested. Nichc 3erman Scope of Work to Prepare Revised Dominic :ollege Campus Development Plan EIR Revised September 26, 1997 4.4 VISUAL AND AESTHETIC QUALITY In this section editing and revisions will be made throughout this section to reflect the revised Campus Development Plan.'- Specifically, we will: Revise Impact 4.4-1 (Visual Impact of Recreation Center and 215 -vehicle parking lot in Forest Meadows) and prepare new photomontages. A total of nine new photomontages will be prepared -- project without existing vegetation, project after construction, and project after vegetative maturity -- for each of the three viewpoints of this building. The baseline photographs from the March 1997 Draft EIR will be used and no new photography will be completed for this site. Revise Impact 4.4-2 (Visual Impact of Science and Technology Building) to show the location of the building in its new location. A total of six solid model simulations of the proposed Science and Technology building at its new location will be prepared -- project with overlay of existing vegetation, project with existing vegetation to remain, and project with proposed berm and landscape at five- to seven-year maturity — for each of two viewpoints. This site will require new baseline photography. Revise Impact 4.4-6 (Visual Impact of 90 -Vehicle Parking Lot in Forest Meadows) to take into account the Revised Plan for Belle Avenue Parking Lot. • Revise Impact 4.4-7 (Visual Impact of 38 -Vehicle Parking Lot in Forest Meadows) to take into account the Plan and Text for Forest Meadows Parking Lot along Watt Avenue. Other impacts may require minor editing, depending upon additional details of project elements. In addition, a new impact analysis may be necessary to evaluate the Preliminary Landscape and Circulation Plan for Meadowlands West Parking Lot. 4.5 LAND USE In this section we will: • Revise Impact 4.5-1 (Change in the Character of Land Uses in the Campus Plan Area) particularly regarding the Phase II description. • Revise Impact 4.5-2 (Disruption of Physical Arrangement of the Dominican Neighborhood) as necessary. • Revise Impact 4.5-3 (Compatibility with Surrounding Existing Uses) as this section originally focused in some depth on the Science and Technology Building at the Palm and Olive location. • Revise Impacts 4.5-5 (Consistency with San Rafael General Plan) and 4.5-6 (Consistency with San Rafael Zoning Ordinance) plus Exhibits 4.5-1 and 4.5-2 to reflect revised Campus Development Plan. 2 John and Patricia McCabe submitted a letter to the City of San Rafael (dated May 24, 1997) regarding the adequacy of the March 1997 Draft EIR. The letter raised a question regarding the accuracy of the photomontages. The photomontages will be reviewed in light of the questions raised in the letter from John and Patricia McCabe. -4- Nicho lerman Scope of Work to Prepare Revised Dominic ollege Campus Development Plan EIR Revised September 26, 1997 4.6 TRAFFIC In this section we will: • Revise the trip distribution and assignment for all phases of the Campus Development Plan to reflect the changes in project -related turning movements due to the provision of more parking spaces within the Academic Core area. The level of service calculations will need to be revised for at least two, and perhaps four, of the study intersections for each of the development phases. • Revise the parking analysis for daily event parking (Impact 4.6-2 Daily Event Parking for Phase I, II, III, and IV Conditions) to reflect the changes in supply within the Academic Core area. • Review the Dominican College Events Management Plan and assess potential to mitigate potential traffic and parking impacts in the Dominican Neighborhood. Recommend revisions to the Events Management Plan, as appropriate. • Revise the discussion of parking and impact analysis for special events by phase (Impacts 4.6-3, 4.6-4, 4.6-5, and 4.6-6) based on the information contained in the Dominican College Events Management Plan. One of the comments received on the March 1997 Draft EIR was that no parking data was collected during a special event, even though this specific type of data was requested during the scoping meeting with neighbors.3 An occupancy survey to be completed during a special event, preferably during the first half of September, has therefore been included as part of this scope of work. 4.7 AIR QUALITY In this section project -related air pollutant emissions and cumulative emissions may need to be recalculated due to changes in traffic and circulation. Impacts 4.7-2 and 4.7-4 will be revised as necessary. 4.8 NOISE In this section we will: • Revise Impact 4.8-1 (Construction Noise) to take into account impacts on nearby homes from construction of the Science and Technology building in its new location. • Revise Impact 4.8-2 (Operational Noise Impacts) to take into account revisions to the Recreation Center and the new location of the Science and Technology building. Note that traffic levels are not expected to change to an extent to create significant traffic noise impacts. 3 See letter to the City of San Rafael (dated April 13, 1997) regarding the adequacy of the March 1997 Draft EIR from Mary and David Holsberry. Nichc 3erman Scope of Work to Prepare Revised Dominic 'ollege Campus Development Plan EIR Revised September 26, 1997 4.9 PUBLIC SERVICES This section will require minor editing and revisions to reflect the revised Campus Development Plan. Impact 4.9-10 (Campus Development Plan Energy Conservation) will require rewriting because of the changed locations of some buildings. 4.10 ARCHEOLOGICAL RESOURCES Impacts 4.10-1, 4.10-2, and 4.10-3 will require minor editing, because of the modified location of the Recreation Center and the new location of the Science and Technology Building. In addition, this section will need to be expanded to evaluate issues raised by the proposed demolition of Ralph Minor Hall & Photography Studio in the revised Campus Development Plan. We will, therefore: • Obtain and review existing materials. Obtain existing information about the Ralph Minor Hall & Photography Studio from the City of San Rafael or Dominican College. Desired information includes photographs, college histories, maintenance records, City of San Rafael Historical/Architectural Survey data. • Site inspection. Conduct a site inspection of the building. Note the existing condition of the building and observe its setting and context among the other campus buildings. • Archival research. Conduct archival research as necessary to augment the background information needed to prepare the setting, description, and context sections of the EIR. • Setting, description, and context. Based on information collected above, prepare a summary history of the building. Evaluate the potential of a historic district that may include the Ralph Minor Hall & Photography Studio as one of the contributing buildings. Use the criteria for nominating properties and districts to the California Register of Historic Resources. • Evaluate impacts. Evaluate the impact of the Campus Development Plan on the Ralph Minor Hall & Photography Studio. Evaluate impacts to the historic district, if one is deemed to exist through our analysis. • Develop mitigation measures. Develop mitigation measures to address the identified impacts. 5.0 ALTERNATIVES This section will involve extensive rewriting, as alternatives are compared against a project that has been substantially modified. Each alternative will be compared to the revised Campus Development Plan. In addition, the previous project will be included in this section as an additional alternative. 6.0 IMPACT OVERVIEW Section 6.3 Significant Unavoidable Impacts and 6.4 Effects of No Significant will be revised based upon the changes made in other areas of the EIR. -6- Nichc 3erman Scope of Work to Prepare Revised Dominic :ollege Campus Development Plan EIR Revised September 26, 1997 TASKS AND SCHEDULE TASKS TO PREPARE THE EIR We will conduct seven principal tasks to prepare a thorough, objective, legally complete environmental document. We will coordinate with City staff throughout the process both to review substantive questions or findings and to keep staff informed of our progress on a regular basis. Task 1.0 — Project Start -Up In this task, we will collect any remaining available data, complete the review of the revised applications and finalize any remaining questions about our work program. We will: 1.1 Collect and review any additional data from the City, other affected agencies, the applicant, and other sources, including revised plans, revised technical reports, background information, etc. 1.2 Complete our review of the revised Campus Development Plan. We will identify any remaining gaps in data and determine when and from whom additional information will be forthcoming. 1.3 Work with City staff to determine the locations from which the Science and Technology Building would be most visible and to select the most appropriate views to illustrate in the photomontages. We will photograph the revised location accompanied by City staff to discuss potential and preferred locations in the field and observe what portions of the revised Science and Technology Building site are visible from various viewpoints. Task 2.0 — Analyze Impacts of the Project and Alternatives In this task we will: 2.1 Compile and review information to prepare the EIR's revised "environmental setting" sections in order to accurately reflect existing conditions. We will use the existing "environmental setting" sections to describe existing conditions but may need to update the previously completed sections with current information to account for changes from prior conditions. 2.2 Contact representatives of public agencies, responsible groups, and organizations, as appropriate, to obtain additional input needed to conduct the topical analyses. Coordinate contacts with City staff. 2.3 Conduct additional field surveys and technical environmental evaluations. We will identify the project's direct, indirect, short-, and long-term impacts and will determine the significance of impact. 2.4 Revise, as appropriate, previously prepared exhibits (tables and maps) and other graphic materials, using the applicant's project description. Nichol erman Scope of Work to Prepare Revised Dominica allege Campus Development Plan EIR Revised September 26, 1997 2.5 Reevaluate measures previously recommended to mitigate any significant adverse impacts expected to result from implementation of the Campus Development Plan and revise as necessary Task 3.0 - Prepare Administrative Draft EIR In this task we will prepare the Administrative Draft EIR (ADEIR) for City staff review. We will: 3.1 Synthesize the technical input of the Task 2.0 and reanalyze alternatives previously identified in the March 1997 Draft EIR. 3.2 Reassess the conformance with the relevant policies and requirements of the San Rafael General Plan 2000, other relevant local, regional, and State plans, and zoning based on the findings of the topical environmental analyses. 3.3 Reanalyze the potential for growth inducing and cumulative impacts, conduct all other CEQA- required assessments, and prepare the Summary of Principal Findings. 3.4 Submit eight copies of the ADEIR for City staff review and comment. 3.5 City staff review of the ADEIR. Task 4.0 - Prepare Draft EIR In this task, we will make the revisions and other corrections requested by City staff and publish the Draft EIR (DEIR) for formal public review and comment. We will: 4.1 Receive staff comments on the ADEIR, respond to comments, correct, and revise the ADEIR. We request one set of written comments on the ADEIR which resolves any conflicts or disagreements, if necessary. We will meet with City staff to discuss comments -- either to pick up the comments or after we have reviewed and digested the comments to discuss how to respond. 4.2 Submit a Preprint Draft EIR (PDEIR) for final review. We have found that it is helpful for our clients to read the EIR one last time before it is published for public review, particularly on complex or controversial projects. Also, where there are numerous or comprehensive comments that result in substantive changes to the EIR, we believe that it is absolutely imperative for our clients to know the EIR's content before printing and circulating it. 4.3 Respond to final staff comments, print 75 DEIRs (plus one reproducible copy), and assist City in distributing the DEIRs for public review (including delivering DEIRs to the State Clearinghouse). Task 5.0 - Public Review During the public review period, we will assist City staff in preparing for the Planning Commission's public hearing(s) on the DEIR and will attend the hearing(s). We will prepare a presentation (if requested) to highlight issues of concern and interest. 5.2 Attend the Planning Commission hearing(s) on the DEIR and answer questions by the public and Commissioners, respond to comments, and record comments which will require written responses in the Final EIR (FEIR). Task 6.0 - Prepare Administrative Final EIR In this task, we will respond to comments on the DEIR, revise the DEIR to reflect comments and responses, and submit the Administrative Final EIR (AFEIR). We understand that the FEIR will consist of a Comments aird Respoirses chapter in a revised DEIR -- thus a "free-standing" report. We will: 6.1 Meet with City staff members when all comments have been received to: • Review comments on the revised Draft EIR • Determine which require response (or are on the merits of tile project) • Identify whether additional work beyond our scope will be required to respond and decide how to proceed. • Discuss staff direction in responding and in revising the Draft EIR to incorporate responses to comments. • Review comments received on the March 1997 Draft EIR and discuss how, if at all, responses to these comments should be incorporated into the Final EIR. We cannot speculate about the nature and tenor of comments on the Draft EIR and, therefore, cannot anticipate whether it will be necessary to analyze additional or refined alternatives or whether additional analyses will be necessary to respond to specific comments. Once determined, we may need to revise our scope and budget accordingly. 6.2 Respond to comments. revise the DEIR as required, and prepare the AFEIR. The Comn:elrts and Respaarses chapter will list all persons commenting, copies of all written comments received, minutes of the public hearing(s), responses, and any additional supporting documentation or appendices. We will submit eight copies of the AFEIR to the City for staff review and comment. 6.3 Prepare the Draft Mitigatimi Monitoring Program. The Monitoring Program will include the measures presented in the EIR and will identify: • Who would be responsible for implementing each measure (initially and for the "life" of the project) • Who would be responsible for monitoring implementation • When mitigation should be implemented • Compliance criteria or standards to determine completion • Frequency of monitoring -9- Nichc 3erman Scope of Work to Prepare Revised Dominic :ollege Campus Development Plan EIR Revised September 26, 1997 6.4 Staff review of AFEIR. Task 7.0 -- Prepare Final EIR In this task we will make the final revisions requested by staff and any other corrections before publishing the Final EIR (FEIR). We will: 7.1 Make staff -directed changes and any additional corrections to the AFEIR and resubmit one Preprint FEIR to the staff for one last review before publishing the FEIR. 7.2 Respond to any final comments received from the City staff, print, and deliver 75 copies (plus one reproducible copy) of the FEIR for City distribution. 7.3 Prepare for and attend public hearings of the Planning Commission and City Council held on the adequacy of the EIR and to certify the FEIR as complete. 7.4 Assist the City in the preparation of a draft resolution for the FEIR containing Findings of Fact and, if necessary, a Statement of Overriding Considerations. 7.5 Provide the City with background information developed during the study which may be useful to have on file or available for public review in the future and return materials loaned to the EIR consultant for our use during the report's preparation. SCHEDULE We have met with City staff several times since June 20, 1997 to discuss the schedule to prepare the EIR. In preparing the schedule we have taken into account City staff input and the project applicant's desire to expedite the completion of the EIR. Our schedule is based on assumptions about availability of information and turn -around times as we conduct the tasks listed above. The following assumptions provide the basis for allowing adequate time to conduct the requested analyses, preparing a legally complete EIR, and completing the environmental review process in a reasonable and timely manner. We assume that: • City staff will have deemed the project applications "complete" when we are authorized to proceed (assumed to be August 28, 1997). • We will receive one set of written comments from the City on the Administrative Draft EIR, Preprint Draft EIR, Administrative Final EIR, and Preprint Final EIR. The consolidated comments must reconcile conflicting comments from different staff members or departments. • We will respond to one round of comments on the Administrative Draft EIR, Preprint Draft EIR, Administrative Final EIR, and Preprint Final EIR. The schedule and budget do not provide for preparing additional administrative drafts of these reports. • There will be no lengthy delays caused for reasons beyond our control, such as failure to receive requested information, answers to pertinent questions, or comments on review copies of reports. Nich( german Scope of Work to Prepare Revised Dominic ;ollege Campus Development Plan EIR Revised September 26, 1997 We will proceed in spite of delays to the extent possible but may need to review the schedule to make up for productive time lost. Comments on the Draft EIR will not raise altogether new topics requiring additional analyses. We further assume that we can realistically respond to the number and complexity of the comments received in the time allotted. No matter how carefully we scope an EIR and address appropriate concerns, it is not possible to know how many comments will be received or how detailed they will be. We are ready to begin work on the EIR immediately and assume that we will be authorized to proceed by no later than August 28, 1997. Assuming authorization to proceed no later than August 28, 1997 we are prepared to meet the schedule previously discussed and agreed to by City staff and the project applicants (dated July 31, 1997). It is assumed that there will be no lengthy delays caused for reasons beyond our control, such as failure to receive requested information, answers to pertinent questions, or comments on review copies of reports. We will proceed in spite of delays to the extent possible but may need to revise the schedule to make up for productive time lost. BUDGET Our budget covers all professional labor, support labor, direct costs, and attendance at meetings and hearings held on the EIR. Printing of Reports We will print and deliver 20 reports, as follows: • Eight (8) copies of the Administrative Draft EIR • One (1) preprint copy of the Draft EIR • One (1) "camera-ready" copy of the Draft EIR • Eight (8) copies of the Administrative Final EIR • One (1) preprint copy of the Final EIR • One (1) "camera-ready" copy of the Final EIR If requested by the City, we will take responsibility for the printing of the Draft and Final EIRs and we will bill the City the direct printing cost as an additional cost. Distribution of Draft EIRs We have assumed responsibility for delivering the Draft EIRs to the State Clearinghouse in Sacramento and mailing Draft EIRs to a maximum of 40 addresses. No costs for the distribution of the Final EIR have been assumed. Attendance at Meetings and Hearings Bob Berman will represent Nichols • Berman and the EIR preparers at meetings and hearings on the EIR. Bob Berman will attend the following public meetings and hearings: Four (4) public hearings (Planning Commission and City Council) Bob Berman will also meet with City staff at appropriate study checkpoints. We would do so on a time -and -materials' basis according to our standard hourly rates. Preparation of Final EIR It is extremely difficult to estimate the cost of preparing the Final EIR. It depends on the number of comments, the scope of comments, and the need for additional analyses. For estimation purposes, our budget allocates approximately 254 hours to respond to comments and prepare the Final EIR. Because of the uncertainties in preparing the Response to Comments, we have found it desirable to meet with staff after receipt of comments to discuss the level of effort required to prepare adequate responses. Therefore, we propose to meet with City staff (as outlined in Task 6.1) and determine if the number and complexity of comments require additional effort beyond what we have estimated in this budget.
