HomeMy WebLinkAboutCC Resolution 9806 (Council Priorities 1997-98)RESOLUTION NO. 9806 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING COUNCIL PRIORITIES FOR FISCAL YEAR 1997/98 WHEREAS, the San Rafael City Council adopted Priorities for last fiscal year in August of 1996; and WHEREAS, the City of San Rafael is officially starting its budgetary process for fiscal year 1997-98; and WHEREAS, itis believed that restatement ofthe Council's Priorities for the upcoming fiscal year, together with the adoption of explicit Financial Management Policies, will enable staff to develop service level options for Council consideration that will carry out these priorities and policies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of San Rafael that the City Council Priorities as shown on Exhibit A are hereby adopted and approved for the fiscal year July 1, 1997 through June 30, 1998. I, JEANNE M. LEONCI I�erk G�� I ' A Exhibit A PROPOSED SAN RAFAEL CITY COUNCIL PRIORITIES 1997-98 EXTERNAL Economic Development and Redevelopment Actively pursue important commercial and retail developments that strengthen the citywide economy, i.e. Fair Isaac, Macy's reuse, Rafael Film Center. Update the General Plan policies to allow for necessary business expansion, while maintaining reasonable traffic circulation. Continue emphasis on developing affordable housing. Incorporate economic visioning into the General Plan. Canal Neighborhood Capacity Building Assist neighborhood to determine its own destiny. Develop new communication links with the Canal neighborhood and cooperate with local businesses and non -profits. Rather than become a provider of social services, serve as lead agency in conjunction with the County to see that needed services are provided. Enhance city services and implement specific projects where the benefits are obvious. Use market testing, such as the Canal Voice, to validate needs. Consider targeted redevelopment in both housing and commercial uses. Community Outreach Continue and strengthen linkages to neighborhoods. Provide better public information on city issues, projects and activities. Continue to publish a City newsletter. Emphasize customer service in all dealings with the public. Complete the North San Rafael Vision. Community Oriented Policing Move beyond police response to immediate needs. Develop a strategy unique to San Rafael that combines the resources of the police and other city departments, County social services, Probation, residents and businesses to eliminate the root causes of crime and fear in targeted areas. Implement enhanced code enforcement program. March 7, 1997 City Council Priorities PAGE 2 Social Problems Relocate St. Vincent de Paul's dining room and ensure that its operations are conducive to positive neighborhood relations. Develop and actively pursue strategies to ameliorate the individual and group impacts of homelessness, public drunkenness and panhandling and day laborers congregating in sizable numbers. Work with County and private providers to ensure a continuum of services to the needy in the wake of federal welfare reform. Take back public spaces. Overcome the perception and reality of crime and incivility in the downtown, Canal neighborhood and certain city parks. Disaster Prevention/Preparedness Replace public safety communication systems in cooperation with other Marin public agencies. Enhance training and readiness of city personnel as first response team through training, equipment and drills. Expand general training for residents to protect and assist themselves and their neighbors immediately following a disaster such as earthquake, flood or wildfire. INTERNAL Increase revenues and reduce costs to eliminate reserve spending and better fund infrastructure, information technology and service improvements. Work toward a five year financial, capital and operating plan forSan Rafael. Institute performance-based budgeting. Anticipate and adapt to Federal and State financial trends. Revise and monitor operating goals for every department. Provide performance evaluations and performance-based compensation for senior managers. Improve employee relations, training and teamwork.
