CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF APPRECIATION

WILLIM. ("BILL") PAUTR
WHEREAS, Bill Palmer was employed by the City of San Rafael as an Assistant Code
Enforcement Officer from November, 1983 until retiring in November, 1994; and
WHEREAS, Bill generously agreed to interrupt his retirement in 1995 and again in 1996 to fill
temporary vacancies in Code Enforcement; and
WHEREAS, Bill served all parties in code enforcement cases with the same courtesy, sensitivity,
patience, fair play and firmness; and
WHEREAS, Bill's diligence and expertise paid off in the resolution of dozens of littered
properties, abandoned cars, too -high fences and three major abatement hearings that
paved the way for the City's new Comprehensive Code Enforcement program; and
WHEREAS, Bill's interpersonal skills, integrity and willingness -to -go -the -extra -mile have made
him an esteemed and respected member of the City team who will be sorely missed;
WHEREAS Bill has now retired from the City of San Rafael three times, making him one of the
most "retiring" guys we know;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael, on
behalf of all its residents, hereby commends Bill Palmer for his years of excellent
service to the City of San Rafael and wishes him all the best of success and
happiness in his next retirement.
