HomeMy WebLinkAboutCC Resolution 9864 (Oppose Taxpayer Protection Amendment)RESOLUTION NO. 9864 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL OPPOSING GOVERNMENT COST SAVINGS AND TAXPAYER PROTECTION AMENDMENT. BE IT RESOLVED by the Council of the City of San Rafael as follows: WHEREAS, under existing law, state and local agencies may provide professional engineering, architectural, surveying, environmental or geologic services for their own projects using in-house staff or by contracting with private firms, the selection of such firms being on a qualifications and cost basis; and WHEREAS, under existing state law, local agencies maintain control of project budgets, schedules and work quality; and WHEREAS, the proposed "Government Cost Savings and Taxpayer Protection Amendment" would prohibit contracting for such services on any project that involves "State Funds"—unless those services could be provided at "less cost" than using state civil service employees; and WHEREAS, the initiative would have a major economic impact on the local economy by delaying the construction of critically needed local capital projects, street and utility repair, earthquake repair, seismic upgrading, school construction and similar projects; and nu R I fulu ! I A[ q0/ WHEREAS, local agencies would lose control and authority over local projects and instead be obliged to transfer such authority to some state agency; and WHEREAS, the iniitiative would necessitate a virtual state monopoly for such professional services and create a huge governmental bureaucracy, in direct competition with local professional firms; and WHEREAS, the quality and safety afforded the public and economic viability of state funded projects may seriously degrade. NOW, THEREFORE, BE IT RESOLVED the Council of the City of San Rafael hereby states its opposition to this initiative. I, JEANNE M.
