CITY OF SAN RAFAEL
PRESENTS THIS
RESOLUTION OF APPRECIATION
TO
PLANNING COMMISSIONER JOHNSTARKWEATHER
WHEREAS, John Starkweather has been a vital force on the City of San Rafael's Planning Commission
since his appointment in 1973 through 1985 and again from 1989 to 1997; and,
WHEREAS, John was a voice for North San Rafael on the Planning Commission — leading a
movement to protect the hillsides of Terra Linda; ensuring the installation of sidewalks in
Terra Linda and Northgate East; and providing invaluable leadership in the Northgate
Activity Center Plan; and,
WHEREAS, John was an early advocate for a fundamental change in San Rafael's planning, by
insisting on community participation and involvement and has been an ardent promoter of
project design, which contributes to the built environment, always with an eye towards
creating the quality of community character we treasure today; and,
WHEREAS, John generously gave of his time to assist new Commissioners in understanding planning
issues and procedures; to share his historical perspective; and to encourage Commissioners
and City staff to consider the broadest impacts of proposed changes; and,
WHEREAS, Because of John, our community enjoys many irreplaceable gifts such as the open spaces
for our wildlife, Shoreline Park in East San Rafael, and housing for those less fortunate.
NOW, THEREFORE, BE IT RESOL VED, that the City Council recognizes John Starkweather for his
vision of a livable and sustainable community, his pursuit of excellence in design, his sense
of integrity in reasoned decision-making, and the incomparable legacy he has given all of
us during his 20 years of public service as a Planning Commissioner for the City of San
Rafael.
